Agile program manager Automation
The agile programme manager "Automation" is responsible for structuring, steering, and coordinating the work aimed at digitizing and automating the back-end services of Capac, and ensuring their compliance with architectural and security standards. They orchestrate the work of a multidisciplinary team and interact closely with the team and the Strategy management, the PMO, and the various departments involved.
Description of the release train "Automation"
The "Automation" train is responsible end-to-end (design, analysis, development, go-live, maintenance) for initiatives that aim to increase efficiency, interoperability, security, modularity, and automation of the programs that support Capac's core business (payment of unemployment benefits). The "Automation" train consists of various profiles (process manager, business analyst, developer, etc.) whose work must be sequenced and coordinated to achieve the expected deliverables with minimal energy loss.
A number of projects and other initiatives are already in place and need to be ordered and prioritized. Their capacity to meet the ambitions of the contract and the administration plan, their interdependencies, and their relative priority must be established in collaboration with the train manager "Automation", in line with the guidelines set by the Automation & Architecture steering committee, and in collaboration with the enterprise architect, the DPO, and the CISO.
Responsibilities
- Coordinate and assign work to the team
- Capture, process, and structure unplanned and BAU work
- Provide support to the team regarding content
- Resolve issues related to orchestration of work among team members
- Represent the team during collaboration with other teams, alignment with PMO (program increment)
- Prepare and facilitate the automation steering group
- Implement appropriate governance: rituals, reporting, risk monitoring, dependency management
- Ensure strategic alignment with the administration contract, the Flight Plan (strategic document), and the roadmap
- Coordinate stakeholders: train team, Team Strategy, PMO, AG/AAG, other department heads, other train managers
- Produce deliverables related to the status of work progress
Specific context of Capac
CAPAC is a relatively small public organization, characterized by highly engaged teams where employees often take on multiple roles. At a time when Capac is temporarily benefiting from external reinforcement to successfully carry out several essential projects, the train manager "Automation" must play a structuring and accelerating role. They demonstrate pragmatism and, in some cases, are required to perform tasks that are not strictly within their area of responsibility in order to unblock situations and achieve results.
The key challenges are:
- Organize the work as efficiently as possible, according to the objectives set by the organization
- Ensure knowledge transfer and coaching to guarantee future autonomy. Establish pragmatic governance: light, clear, sustainable
- Maintain roadmap coherence, considering dependencies and priorities
- Ensure quality without losing execution speed and hands-on mentality
Required skills
- Proven experience in program management in public or complex environments
- Experience with Agile collaboration models in medium or small organizations
- People management skills in a non-hierarchical context
- Ability to quickly grasp the context, subject matter, dependencies, and criticality
- Expertise in multi-project management, governance, reporting, and risk management
- Ability to coach and develop more junior profiles
- Knowledge of project management techniques (scoping, resource and budget planning, risk management, activity tracking and coordination) and program management (definition of expected benefits, structuring and prioritizing projects, managing interdependencies, strategic alignment, monitoring achievement of benefits, etc.)
- Excellent organizational and communication skills (FR/NL required), ability to present results to the management team
- Ability to juggle between conceptual tasks and concrete work. The candidate must be prepared to demonstrate pragmatism and versatility to deliver tangible results
Collaboration framework
- Reports to: Directrice COSI
- Frequent interactions: General Administrator and Deputy General Administrator, other train managers, PMO, Department Heads, Senior Users
- Mandatory participation in steering committees and program increments
- Hybrid mode; on-site presence required at key moments and for team support. Remote work possible
