ANPR Functional Analyst

You will work within the Directorate of Police Information and ICT (DRI) of the Federal Police.

The Directorate of Police Information and ICT (DRI) is responsible for the management of police information and ICT resources.

As such, our directorate is notably in charge of preparing policy and rules for the management and processing of information, developing the police information concept, defining technical standards and norms, and implementing information and communication systems.

Purpose of the position

Analyze the needs of clients and stakeholders and propose solutions to management in order to translate these needs into ICT applications, new directives, procedures, and processes, and to ensure account management of the assigned client portfolio.

As part of your role, you will contribute to the digital transformation of the Integrated Police by implementing various tools and technologies in a secure manner to meet today’s and tomorrow’s challenges.

In this context, cybersecurity plays an important role, and a modern, reliable, high-performance, and above all secure environment is essential.

This is why digitalization, modernization, and the implementation of modern, mobile, secure, and high-performance systems is a priority.

To this end, you will be part of a multidisciplinary team.

Within this team, you will hold the role of Functional Analyst.

Your tasks will include, among others:

  • Learning about the legal/judicial framework applicable in the field of mobility
  • Taking responsibility for one or more functional processes in terms of analysis
  • Analyzing and modeling business user needs
  • Defining detailed functional specifications
  • Creating the functional specifications document
  • Defining the tests associated with these phases
  • Participating in the implementation of the project
  • Contributing to the quality of the solution
  • Acting as the reference point for the project team on functional aspects
  • Designing and delivering user training
  • Designing and modeling the functional architecture of the application
  • Designing and facilitating workshops to gather user requirements
  • Conducting user interviews
  • Writing user guides and business guides
  • Preparing and leading meetings

Background

  • Bachelor’s or Master’s degree in Computer Science or equivalent through experience. Extensive experience of at least 5 years in a similar role
  • You have a good knowledge of functional analysis methods and techniques (UML Use Cases, UML Class Diagram, Data Model – ERD).
  • You have a good knowledge of process description methods and techniques (UML Activity Diagram or BPMN).
  • You translate user needs for IT specialists.
  • You have a good knowledge of BPMN, UML, use case analysis depending on the project, Agile, DevOps, and Scrum.

Language skills

  • Preferably bilingual (French, Dutch) or, failing that, sufficient basic knowledge of a second national language to participate without difficulty in meetings with other specialists and with user representatives.
  • Knowledge of technical English is essential.
