Presentation of ETNIC

ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC is responsible for designing, developing, maintaining, and evolving information systems and technological infrastructures serving the administrations and institutions of the FWB.

As a central player in the digital transformation of the French-speaking Belgian public sector, ETNIC operates in various fields such as:

1. Context

The government of the Fédération Wallonie-Bruxelles (FWB) has initiated the CEPAGE program to replace the obsolete payroll management tools for education personnel with a new, modern platform. In this context, we have appointed an external expert firm to carry out a detailed analysis of the functional and technical requirements, as well as the simplification of business processes.

2. Mission

As a senior business and IT analyst, you will not perform the primary analysis. Your mission is to supervise, control, and validate the quality of the deliverables produced by the analysts of the expert firm. You will act as the central point of contact to ensure alignment between the expert firm, the business experts of the General Administration of Education, and the technical experts of ETNIC. You will report to ETNIC and the head of the business analyst center of excellence. You will report to the CEPAGE program manager.

3. Main Responsibilities

  • Control and validation: you control the modeling (BPMN) and descriptions proposed by the external firm, ensuring compliance with ETNIC standards.
  • Quality assurance: you ensure that business needs, issues, and business rules are clearly and comprehensively identified and expressed in the documentation.
  • Strategic collaboration: you collaborate with the expert firm to identify performance indicators (KPI), analyze data volumes, and participate in process simplification exercises.
  • Interface: you facilitate information gathering by interacting with identified business and IT experts within AGE and ETNIC.

4. Roles

  • Reports directly to the CEPAGE program manager
  • Interacts with the business project manager and IT project manager for topics related to either business or IT
  • Acts as the contact person to identify and seek out information wherever it exists, both on the business side (AGE) and the IT side (ETNIC)
  • Within AGE: various business experts have been identified and are already participating in business analysis activities as part of CEPAGE
  • Within ETNIC: experts who can provide relevant information on current systems in use, interfaces between them, overall architecture, ongoing projects, etc.
  • Within the expert firm’s mission: collaboration with the designated expert firm and specifically with the business analysts of the firm
  • Is proactive regarding documentation and collaborates with the person responsible for documentation monitoring designated within CEPAGE

6. Activities

  • Review all documentation related to the functional areas covered by CEPAGE
  • Understand the current “business” processes as they exist
  • Work in collaboration with the business analysts (“BA”) of the expert firm to ensure that the business analysis standards and methods in force at ETNIC are applied and respected
  • Ensure that the breakdown and segmentation of processes into functional areas are relevant and correspond to the business of AGE
  • Control the modeling and descriptions proposed by the BAs of the expert firm and report modeling errors or misunderstandings in the BPMN diagrams and textual descriptions
  • Analyze the “shortcomings” in current or future processes as identified by the BAs
  • Ensure that business needs and issues (including those of an IT or manual nature) are identified and clearly expressed in the documentation
  • Ensure that a prioritization exercise of the needs takes place in the presence of business and technical representatives if required

  • Support the BAs in analyzing business rules based on regulations (complexity, rules subject to interpretation)

  • Ensure that data and volume analyses are carried out at each stage of the process so that significant trends and business development opportunities are highlighted

  • Collaborate in the identification of KPI (Key Performance Indicators) that will enable monitoring the evolution of processes and activities
  • Participate in exercises conducted by the BAs of the expert firm aimed at making organizations and processes simpler and more efficient by proposing changes to be presented to decision-making bodies
  • Control the quality of deliverables provided by the BAs of the expert firm, for example regarding the clarity and comprehensiveness of documentation on processes and business rules, concerning both what is currently in place and what could be optimized
