Context

The services to be provided will mainly be for the SACHA project (Système d’Analyse Comptable Harmonisé en Agriculture). Depending on workload, the provider may temporarily be assigned to other projects.

Description of the SACHA solution

Development of an IT tool—online and modular—for agricultural management accounting, allowing for the collection and processing of data related to various domains, notably through automatic links with external databases. This includes the implementation of:

• A unique, comprehensive, and modular journal capable of managing expenses, income, allocations, assignments, IN/OUT movements, IS/IE stocks, advances to crops, and multi-annual data.
• A central stock management system (SCGS) recording all movements, allowing for allocations on cumulative quantities, and supporting the specificities of fertilizers, seeds, protection products, crops, and livestock.
• Thematic web pages
• An import module for integrating various data from different sources
• An export module to various systems
• Advanced roles and access management
• A unique workflow management engine
• User action traceability
• A document archiving system
• A secure environment compliant with SPW Digital and GDPR regulations

SACHA objectives

• Inform farmers about the profitability of their various activities and meet a Walloon legal requirement to access CAP aid linked to installation and investment.
• Meet European obligations related to the RIDEA regulation (Regulation (EU) 1217/2009).
• Essential data source for DPEAI (SPW ARNE) as part of the preparation of CAP strategic plans
• Data source for estimating losses caused by various disasters
• Data source for multiple analyses of the Walloon agricultural sector and, in particular, for drawing up the annual report on the state of Walloon agriculture, in accordance with the Walloon Code of Agriculture (D.88 to D.90).
• Data source for the academic world.

Constraints

Experiment with and participate in the development of a framework for the automatic generation of tables, views, pages, data migration scripts, and unit tests based on the analysis.

Angular back office, Spring Boot API, PostgreSQL DB, SPW Digital hosting.

Data migration

The project will migrate data currently stored in Excel files.

Evaluation method

Shortlisted candidates will be invited for an interview before a panel, the composition of which will be communicated later. The interview may take place remotely if circumstances require.
