The ANPR program is managed by the Police Information and ICT Directorate (DRI) of the Federal Police. The directorate is responsible for preparing policy and rules for information management and processing, developing the police information concept, establishing technical standards and norms, and implementing information and communication systems.

Project

Automatic Number Plate Recognition (ANPR) uses intelligent cameras that recognize license plates. The system then compares these scanned license plates with already available data (stolen or reported vehicles, whether or not they are permitted to drive in certain areas, etc.). Within the police, ANPR is used in the context of traffic safety and judicial assignments.

Mission

As a Business Analyst within the ANPR team at DRI, you will be responsible for carrying out various analyses within the “Traffic” domain and translating field needs for the stabilization and modernization of the ANPR system. This includes initiatives ranging from functional developments to software upgrades, mapping processes (as is – to be), and repurposing existing solutions and materials.

You structure all initiatives in a clear approach, taking into account feasibility, timing, budget, and dependencies. You facilitate communication with external suppliers where necessary and build good cooperation with internal police stakeholders – such as key users, IT architects, project managers, data experts, (functional) analysts, and software engineers – to ensure the success of your analyses across various projects and initiatives. You have strong technical insight and take on an advisory and facilitating role towards both management and operational services, working closely with them. In a short time, you build up knowledge about the various topics, which you thoroughly document with a view to anchoring and transferring information.

You can quickly switch between different topics and adapt to changing priorities.

Tasks and responsibilities:

Main tasks:

• Ensuring that for all Traffic initiatives linked to the ANPR program, the requirements and standards are clearly documented.
• Identifying tasks, dependencies, and risks.
• Reporting progress to stakeholders: status, issues, bottlenecks, risks, and proposed alternatives/mitigations; recording decisions and actions (“decision log”).
• Setting up and maintaining quality management plans so that project results meet the required standards.
• Stakeholder management and relationship building with internal stakeholders (including end users) and external partners (including the regions, FPS Mobility, FPS Justice, technology and camera suppliers) to ensure the success of the various projects.
• Documenting information in a structured manner, with a view to anchoring and transferring knowledge.

Secondary tasks:

• Shaping the vision for the future: You help define and set the parameters for a stable ANPR ecosystem for the long term, with a view to future expansions. You contribute to formulating a long-term vision that takes into account growing capacity needs, new technologies, and integration with other systems.
• Keeping knowledge up to date and complying with regulations: You stay informed about new developments in ANPR technology and relevant legislation (for example, privacy laws regarding ANPR data). You integrate this knowledge into your analyses and advise on necessary adjustments to comply with applicable regulations and best practices.
• Providing input for DPIAs and other analyses: You work closely with data protection experts within the ANPR team (and the organization in general) whenever information needs to be provided about initiatives within the ANPR program for the completion of DPIAs, risk analyses, etc.

Education, experience, and competencies:

Experience:

At least five years of hands-on experience in business analysis and/or guiding ICT projects. Proven experience within complex IT environments for government agencies.

Methods & tools:

Experience with analysis methodologies and tools, such as business process modeling, requirements management, and project tracking systems. Familiarity with MS Visio, PowerBI, JIRA, Confluence, or similar toolsets is desirable.

Analytical skills:

Strong analytical and problem-solving skills. You can structure large amounts of information, summarize neutrally, and draw sharp conclusions. You have an eye for detail without losing sight of the big picture.

Language proficiency:

French or Dutch as a native language, with a strong passive knowledge of the other national language to operate in a bilingual context: meetings with police zones and suppliers, consulting documentation, etc. A good command of English is a bonus for understanding technical documentation.

Domain knowledge:

Affinity or experience with ANPR systems, camera technology, and/or the enforcement chain within Traffic is an asset. You can quickly familiarize yourself with the substantive context of traffic monitoring and enforcement, so you understand the implications of system changes.

Soft skills

Work style: Proactive, results-oriented, and structured. You take initiative, are a self-starter with a critical perspective, and you work in a planned manner. You set clear goals (KPIs) and substantiate your proposals and decisions with facts and data.

Communication: Excellent communication skills, written and spoken. The ability to guide and align various stakeholders on content. You can listen actively, ask the right questions, and clearly formulate complex ideas, both in writing and verbally.

Integrity: Discretion and reliability are essential, given your access to sensitive police information.
