The ANPR program is housed within the Directorate of Police Information and ICT (DRI) of the Federal Police. The directorate is responsible for preparing policies and rules for information management and processing, developing the police information concept, establishing technical norms and standards, and implementing information and communication systems.
Automatic Number Plate Recognition (ANPR) uses intelligent cameras to recognize license plates. The system then compares these scanned license plates with already available data (stolen or reported vehicles, whether or not they are allowed to drive in certain areas, etc.). Within the police, ANPR is used in the context of traffic safety and judicial assignments. Section control systems are also part of the camera infrastructure.
Mission
As a Business Analyst within the ANPR program, you will mainly be responsible, within the traffic workstream, for carrying out analysis for the Gatso Device Management project (abbreviated GDM or also Speedmaster) to ensure the connection between dynamic speed signs and fixed speed cameras. This includes mapping the as is situation of the use of the current server, the camera infrastructure, and the existing software solutions, and helping to design the to be situation, with a view to repurposing existing solutions and materials. You will also contribute to defining the necessary processes and creating the required documentation to enable a seamless transition to the “Run” team within ANPR. For this, you will prepare detailed technical and functional design documents.
You structure all findings and information with an eye for feasibility, timing, budget, and dependencies, and work closely with the project managers within the ANPR program. You build strong cooperation with internal stakeholders within the police, such as key users, IT architects, project managers, data experts, (functional) analysts, and software engineers, to guarantee the success of your analyses. You have a strong technical understanding and take on an advisory and facilitating role towards both management and operational services, working closely with them. In a short time, you build up knowledge on the various topics, which you document thoroughly to ensure the embedding and transfer of information.
You are able to switch quickly between different topics depending on changing priorities.
Tasks and responsibilities
Main tasks:
- Ensuring that for GDM and other assigned Traffic initiatives, the requirements and standards are clearly documented.
- Developing and documenting processes to enable a streamlined transfer to the Run organization.
- Identifying tasks, dependencies, and risks.
- Reporting progress to stakeholders: status, problems, bottlenecks, risks, and proposed alternatives/mitigations; recording decisions and actions (“decision log”).
- Setting up and maintaining quality management plans so that project results meet the required standards.
- Documenting information in a structured manner, with a view to embedding and transferring knowledge.
Secondary tasks:
- Vision for the future: You help define and set the parameters for a stable ANPR ecosystem in the context of traffic for the long term, with a view to future expansions. You contribute to formulating a long-term vision that takes into account growing capacity needs, new technologies, and integration with other systems.
- Knowledge update and regulatory compliance: You stay up to date with new developments in sensor technology and relevant legislation and regulations (for example, privacy legislation around ANPR data). You integrate this knowledge into your analyses and advise on necessary adjustments to comply with applicable regulations and best practices.
- Providing input for DPIAs and other analyses: You work closely with data protection experts within the ANPR team (and the organization in general) when information needs to be provided about initiatives within the ANPR program to complete DPIAs, risk analyses, etc.
- Stakeholder management and building relationships with internal stakeholders and external partners to ensure the quality and progress of the analyses.
Education, experience, and competencies
Experience: At least three years of hands-on experience in business analysis and/or guiding ICT projects. Proven experience in complex IT environments for government agencies.
Methods & tools: Experience with analysis methodologies and tools, such as business process modeling, requirement management, and project tracking systems. Familiarity with MS Visio, JIRA, Confluence, or comparable toolsets is desired. Experience with monitoring tools (including definition of parameters) is a plus.
Analytical skills: Strong analytical and problem-solving skills. You can structure large amounts of information, summarize in a neutral manner, and draw sharp conclusions. You have an eye for detail without losing sight of the big picture.
Language skills: French or Dutch as a native language, with a strong passive knowledge of the other national language to function within a bilingual context: meetings, consulting documentation, etc.
Domain knowledge: Affinity with or experience in ANPR systems, camera technology, and/or the detection chain within Traffic is an asset. You are able to quickly familiarize yourself with the content context of traffic monitoring so that you understand the implications of changes in the system.
Soft skills
Work style: Proactive, results-oriented, and structured. You take initiative, are a self-starter with a critical eye, and work in a planned manner. You set clear goals (KPIs) and substantiate your proposals and decisions with facts and data.
Communication: Excellent communication skills, both written and spoken. The ability to guide and align various stakeholders substantively. You can actively listen, ask the right questions, and clearly formulate complex ideas, both in writing and orally.
Integrity: Discretion and reliability are essential, as you will have access to sensitive police information.
