Business Analyst for the Penalty Platform

1. Project Context

Since 2017, the Fine Platform has been responsible for coordinating the organizational and digital processes of Justice. The program implements digitization projects that contribute to better execution of (monetary) penalties and reducing the administrative workload within Justice, the police, and other partners in the (financial) criminal justice chain.

The assignment of the Fine Platform includes actively initiating new projects, monitoring and managing ongoing projects, and the overall coordination of projects as a whole.

The main objectives of the Fine Platform are:

• Accelerating the processing of fines;

• Reducing the workload of those involved in the criminal justice chain through a chain-based approach;

• Digitizing information processing;

• Improving the financial execution of penalties;

• Improving public service delivery.

Within the scope of the digitization of Justice, there is also the significant challenge of improving and especially clarifying communication towards citizens. Justice is, after all, a service provider to citizens and society; accessibility to these services is necessary to increase citizens' trust in Justice and to ensure better legitimacy of Justice and its societal role.

2. Project Subject

As a senior business analyst, you will work on several multidisciplinary projects within the Crossborder program, in the Traffic Fines section, including Just Fines, Incoming Foreign Certificates, Outgoing Foreign Certificates.

JustFines is a personalized ICT service being built for the PVV–Public Prosecutor’s Office for Traffic Safety, tailored to the needs of predominantly automated fine processing. It is integrated into the Fine Platform, which is responsible for the handling, dispatch, and collection of fines. It is the development of a new case management system for the automated processing of traffic fines in Belgium—from immediate collection to execution via the Federal Public Service Finance.

Incoming Foreign Certificates is a project that constitutes an expansion of components/modules and functionalities for the handling of incoming foreign certificates. These certificates pertain to Belgians who have committed a traffic or criminal offense abroad and who could not be reached by foreign authorities for the settlement of the offense.

Thus, it concerns the handling of foreign traffic fines for Belgians who committed an offense abroad, in accordance with the European directive regarding mutual recognition of financial penalties.

Outgoing Foreign Certificates is also about the handling, but in this case, of Belgian traffic fines for foreign offenders, where offenses are forwarded to the member state of residence of the offender.

This project represents an expansion of components/modules and functionalities in the JustFine cluster of the PVV for the handling of outgoing foreign certificates. These certificates are for individuals residing in the European Union who have committed a traffic or criminal offense in Belgium and who could not be reached by Belgian authorities for the settlement of the offense.

These projects strengthen both Belgian road safety and European cooperation, increase the likelihood of detection, and reduce administrative workload thanks to automation and smart data exchange. Attention must be paid to legal provisions and other requirements from the Public Prosecutor’s Office.

In this context, you are responsible for gathering, analyzing, and documenting requirements, ensuring they align with both customer expectations and project objectives.

Your role requires you to think critically and creatively, both independently and in collaboration with various teams, including business stakeholders, developers, and project managers, to ensure smooth project execution.

3. Profile Characteristics

Key responsibilities:

• Gathering and analyzing requirements: You work closely with business stakeholders to understand their needs, gather detailed requirements, and document business processes to ensure clarity and alignment between teams.

• Process improvement: You identify areas for optimization of business processes and propose improvements to increase efficiency and effectiveness.

• Solution design and documentation: You develop the necessary business documentation, such as analyses, translate these into epics, user stories, high-level functional specifications, and use cases, and ensure that all deliverables meet the requirements.

• Stakeholder collaboration: You act as the primary contact point for both internal teams and external clients, provide guidance on business requirements, and ensure effective communication among all project parties.

• Project support: You support the project managers in defining the scope, managing risks, and ensuring successful project delivery. You collaborate with developers and QA teams to ensure that the solution meets business needs.

• Independence and teamwork: You can work independently and proactively, take responsibility for assigned tasks, while also effectively contributing to team projects and supporting team members in achieving shared goals.

• Continuous improvement: You provide insights to improve project execution processes and contribute to the ongoing development of business analysis practices within Crossborder.
