1. Presentation of ETNIC
ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC's mission is to design, develop, maintain, and evolve information systems and technological infrastructures serving the administrations and institutions of the FWB.
A central player in the digital transformation of the Belgian French-speaking public sector, ETNIC operates in various fields such as:
- IT infrastructure management (networks, security, data centers, cloud)

- Support for digital projects (functional analysis, UX/UI, project management)

2. Mission
ETNIC is seeking 3 Business Analysts with a minimum of 7 years of analysis experience, including experience in the public sector, to support the digital transformation of its information systems. The consultant will intervene on complex projects involving the modernization of business processes, the analysis of business needs and their associated rules, and support in coordinating between business and IT teams.
The Business Analyst acts as a strategic partner within the organization. They transform the complex challenges of public administration into concrete and sustainable business solutions. They ensure that IT projects deliver real added value to staff and citizens, while complying with the regulatory and budgetary constraints specific to the public service.
Assignments will cover analysis in the following business domains:
- Maisons de Justices
- Adult education
- Accreditation in healthcare
- Compulsory education
- Youth aid
Experience analyzing one of these domains is a strong asset.
3. Activities
Strategic analysis and framing
- Identify opportunities for improvement in existing public services (digitization, administrative simplification)
- Align business needs with the overall information system strategy
- Draft opportunity files and feasibility studies (business cases) to justify public investments
Requirements and process engineering
- Facilitate workshops with various stakeholders (administration directors, field agents, etc.)
- Map current (as-is) and target (to-be) processes using the BPMN standard to visualize workflows
- Translate regulatory and legal requirements into precise functional business rules
- Prioritize the product backlog based on business value and citizen impact
Support and quality
- Collaborate with external business analysts as part of expertise assignments
- Ensure that the business analysis standards and methods in force at ETNIC are applied and respected
- Control the quality of produced deliverables (clarity, completeness of documentation concerning processes and business rules)
- Participate in drafting specifications for public procurement
Data analysis and KPIs
- Ensure that volume and data analyses are performed at each stage of the process
- Collaborate in identifying KPIs (key performance indicators) to track the evolution of processes
- Highlight significant trends and business development opportunities
4. Mandatory Skills
Fundamental technical skills (Hard Skills)
Modeling and documentation
- Advanced proficiency in the BPMN (Business Process Model and Notation) standard for modeling complex business processes
- Proficiency with the Enterprise Architect tool (Sparx Systems)
- Proficiency in LABNAF modeling
- Ability to produce swimlane diagrams to clarify responsibilities between departments
Office and management tools
- Mandatory proficiency in the Microsoft Office suite (Word, Excel, PowerPoint)
- Experience with requirements management tools (Sparx Systems)
- Advanced Excel (pivot tables, complex formulas) for exploratory analysis
Analysis methodologies
- Expertise in BABOK (IIBA) concepts and business analysis techniques
- Knowledge of Agile/Scrum methodologies adapted to the public sector
- Mastery of requirements elicitation techniques (interviews, workshops, observations, document analysis, user story mapping)
- Knowledge of Waterfall approaches for structured public sector projects
Public sector and compliance
- Experience in the public sector desirable (minimum 3 years)
- In-depth understanding of administrative legislation
- Knowledge of data protection issues (GDPR) in the public context
- Proven participation in requirements gathering for IT projects with high business complexity
