🏢 About the Client

The Client, in partnership with other Commission services and stakeholders, provides high quality corporate solutions/information systems for the Research and Innovation Family, enabling the successful implementation of the Commission's Digital Transformation and EU policies.

In close collaboration with other Commission services and its customers, the Client builds and operates solutions in the areas of grants, experts and procurement management. In this context, it was developed a Data mining tool.

The related systems rely mainly on the following tools:

• Elastic Search search engine
• Data Extraction, Transformation and Load layer: SAS data integrator, Python and PL-SQL scripts
• Reporting and dissemination layer: Python, Angular, Java.

The Client requests the services of one Expert in Business Intelligence with extensive expertise in Data Architecture / Governance / Business Intelligence technologies to cover the following activities described in the next point.

💼 Your Role

As a Business Intelligence Expert, these are the main tasks that you'll be responsible for:

• Creation and maintenance of Enterprise Data Warehouses (EDW) and complex Business Intelligence Solutions (Data Lakes / Data Lakehouses).
• Designing architectures both on the cloud and on premises (whether hosting or cloud on-premises) or combination of both (hybrid).
• Design a modern scalable data platform to replace a large legacy data system in a phased approach.
• Align architectural decisions with data governance policies and the department's vision on cloudification.
• Design of data quality, audit and health monitoring processes.
• Define best practices, standards, rules, policies, review processes. Ensure regulatory compliance.
• Provide guidance and mentorship to data analysts, data engineers.
• Facilitate change management by guiding colleagues and users through the migration process.
• Document and maintain data architecture and data assets in detail.
• Elaboration of test programs.
• Assistance with deployment and configuration of the system.
• Participation in meetings with other project teams.

🛠️ What You'll Bring

✅ Technical Skills:

• Expertise in migrating legacy data systems to a modern data platform
• Deep knowledge of designing scalable and flexible modern data architectures
• Hands-on with Business Intelligence Reporting tools
• Strong understanding of cloud data architecture principles
• Knowledge of database systems, both relational (PostgreSQL, Oracle) and non-relational (Elasticsearch, MongoDB)
• Experience with ETL/ELT processes, API integration, data ingestion and transformation tools (dbt, Spark, Talend, Fabric, SAP DS)
• Proficiency with data pipeline orchestration tools (Airflow, Dagster)
• Knowledge with data governance frameworks and tools (DataHub, Open Metadata, Atlas, Collibra), data quality management, data security, access control and regulatory compliance
• Expertise with DevOps, CI/CD for data infrastructure
• Knowledge of modelling tools

🎓 Education & Certifications:

• Master's degree in a related field

🗣️ Languages:

• Really good knowledge of English and French - Level B2-C1 in Understanding, Speaking and Writing
