Business Process Architect

Context

Digit’Eaux is the preferred partner for water sector stakeholders in Wallonia for carrying out digital transformation projects.

The organization notably supports several major players in the sector, including SWDE, SPGE, as well as various Accredited Sanitation Organizations (OAA).

Digit’Eaux is involved in the design, coordination, and implementation of foundational IT projects for the entire sector and, in this context, is engaged in the implementation of initiatives/projects in a wide range of areas such as the deployment or migration of ERP, deployment of GIS tools, deployment of DATA platforms, and development of specific applications.

Within this framework, the Strategy and Architecture division of Digit’Eaux wishes to enlist the services of a Business Process & DATA Architect to support the framing and operational implementation of the IT strategy for the water sector in Wallonia. The mission, aimed at structuring business processes and their alignment with application and technical layers, will involve, among other things, active participation in the implementation of GIS solutions at several of Digit’Eaux’s partners as well as the deployment of use-cases related to the DATA platform, which represents 40% of the project portfolio to be completed by Digit’Eaux.

Mission

The Business Process & DATA Architect will have the following main responsibilities:

The mission is divided into two main areas requiring both facilitation and technical expertise:

  1. Project Support (e.g. GIS, Investment Planning, ...):

  2. Requirements gathering and framing: Conducting interviews and workshops with various business units to identify needs and constraints.

  3. BPM Modeling: Mapping of "AS-IS" processes and definition of target "TO-BE" processes using the BPMN 2.0 standard.

  4. Functional analysis: Translating business needs into functional requirements (SMART method), for example for the shared GIS platform.

  5. Support for DATA Strategy/Architecture:

  6. Governance and MDM: Designing shared data repositories (Master Data Management) to ensure the uniqueness and consistency of sector data.

  7. Data architecture: Defining conceptual and logical models to ensure interoperability among stakeholders.

The various assignments entrusted to the Business Process & DATA Architect will therefore include the following activities:

  • Structured representation of processes

  • Detailed BPMN modeling of processes (macro level → detailed)

  • Creating standardized diagrams

  • Defining flows, events, rules, and exceptions

b) Maintaining process repositories (in Archi)

  • Structured Archi repository containing:

  • business views (processes, actors)

  • application views (applications, flows)

  • Precisely documenting interactions

c) Consistency & traceability

  • Explicit alignment:

  • processes ↔ applications

  • Implementation of modeling conventions

d) Support for governance

  • Support for architecture/process committees

  • Improvement recommendations

  • Preparing for automation and/or technical optimization

  • Contribution to transformation roadmap

Deliverables

a) Process modeling

  • Process mapping (macro level → detailed)

  • Structured Archi repository containing:

  • business views (processes, actors)

c) Data Structure and Architecture Models

  • Conceptual and logical models: These deliverables aim to precisely define data entities and their mutual relationships to ensure interoperability.

  • Customized data meta-model: Definition of concepts, properties, and value taxonomies to align different tools (e.g., alignment between GIS and BPMN models).

d) Governance and Cataloguing

  • Business data dictionary: Shared definition of terms and data used during workshops with business units.

  • Data Catalog: A documented inventory of the data assets to ensure their visibility and accessibility.

  • Data Lineage: Documentation of information traceability, from its original source to its final use.

e) Repositories and Urbanization

  • Shared data repositories (MDM): Designing Master Data Management solutions to ensure the uniqueness and consistency of critical sector data (e.g., customer data, assets, ...).

  • Urbanization strategy note: Document describing the organization of data flows and the rationalization of interfaces between the different stakeholders in the sector.

  • Experience with ArchiMate / Archi (strongly preferred)

  • Experience in the public sector / utilities = major asset

Relevant sector experience desired

Experience in:

  • Public services / intermunicipal organizations / local authorities

  • Utilities (water, energy, ...)

  • Technical organizations with industrial systems
