1. Presentation of ETNIC
ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC's mission is to design, develop, maintain, and evolve information systems and technological infrastructures serving the FWB’s administrations and institutions.
A central player in the digital transformation of the Belgian French-speaking public sector, ETNIC operates in various areas such as:
- Management of IT infrastructures (networks, security, data centers, cloud)
- Development of custom business applications
- Support for digital projects (functional analysis, UX/UI, project management)
- Cybersecurity and data protection
- User support and training
2. Mission
As part of the ETNIC transformation and in response to the critical challenges identified in the organization’s strategic axes, it is necessary to temporarily strengthen the leadership of the Centre de Compétence Pilotage et Support aux Projets (Transversal IT department).
This mission is part of an approach for securing the delivery of priority projects and developing the skills and engagement of the teams, pending the recruitment of a new employee.
Under the authority of the Director of the Transversal IT department, the Business Project Management Officer will temporarily assume full responsibility for the Centre de Compétence Pilotage et Support aux Projets, composed of:
28 project managers
6 program managers
4 PSO staff members
+- 50 active projects (development, packages, studies, infrastructure, public procurement)
PRIORITY OBJECTIVES
1. Operational management and stabilization
- Capacity and demand management
- Crisis resolution for priority projects
2. Methodological maturity improvement
Optimization of the O10C methodology (based on PRINCE2)
- Audit current practices and identify
methodological compliance gaps - Support project managers in the rigorous application of standards (risks, quality, planning)
3. Transformation and development of teams
Skills development
- Identify training needs (new technologies, Agile, Low Code)
- Design and deploy a
coaching program for project managers and program managers
Culture and engagement
- Embody the values of
transparency, engagement, and personal development - Create a climate of trust fostering autonomy and empowerment
- Improve internal communication (team, department, transversal)
Governance and continuous improvement
- Propose evolutions for the processes, tools, and governance of the Centre de Compétence
- Document best practices and lessons learned
- Prepare the
transition to a permanent manager (skills transfer)
DESIRED PROFILE
Mandatory requirements:
Professional experience
- Minimum 10 years of experience in managing complex IT projects
- Minimum 6 years of experience in managing project teams (>20 people)
- In-depth knowledge of
PRINCE2 and Agile/hybrid methodologies - Experience in a
public sector or regulated environment (major asset)
Methodological skills
- Advanced mastery of project, program, and portfolio management
- Knowledge of ITIL principles (IT service management)
- Experience with project management tools (Sciforma, MS Project, Jira/Confluence)
- Knowledge of
public procurement and budget management principles
