1. Presentation of ETNIC

ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC’s mission is to design, develop, maintain, and enhance information systems and technological infrastructures serving the administrations and institutions of the FWB.

As a central player in the digital transformation of the Belgian French-speaking public sector, ETNIC operates in various areas such as:

  • IT infrastructure management (networks, security, data centers, cloud),
  • Development of custom business applications,
  • Support for digital projects (functional analysis, UX/UI, project management),
  • Cybersecurity and data protection,
  • User support and training.

2. Mission

The FWB faces significant challenges related to cybersecurity and NIS2 compliance requirements. This mission aims to define, raise awareness of, and enforce cybersecurity leadership across the FWB: a common reference framework (policies, standards, requirements), with a pragmatic, risk-driven approach.

Objective: regain control of the cyber program, unify the Executive Committees, deliver visible results (asset protection, continuity of public services, NIS2 compliance).

3. Activities

Under the authority of the General Directorate of the MFWB, CISO function covering all MFWB entities, interactions with ETNIC, and transversal cybersecurity coordination with the Executive Committees.

KEY RESPONSIBILITIES

  1. Cybersecurity governance and strategic leadership

  2. Define and implement cybersecurity governance (bodies, RACI, processes, arbitration)

  3. Raise awareness and unite the MFWB Executive Committees around cybersecurity as a strategic issue
  4. Establish performance-driven management (KPIs, dashboards, CODIR reporting)

  5. Normative framework, compliance, and risk management

  6. Establish the SSI normative framework (policies, standards, minimum requirements) and orchestrate its adoption

  7. Drive NIS2 compliance, ISO 27001 alignment
  8. Industrialize cyber risk management and supervise the acceptance of residual risks in CODIR

  9. Resilience, incident response, and operational security

  10. Increase resilience and incident response capacity (crisis management exercises, BCP/DRP)

  11. Cyber corporate culture

  12. Unite stakeholders (business units, IT, ETNIC, partners) around a common vision

  13. Integrate cybersecurity into processes (projects, changes, procurement) and prepare for the transition to the permanent CISO

PROFILE SOUGHT

Essential requirements

Professional experience

  • 10 to 20+ years in information security, IT risk management, and cyber governance
  • Proven experience in a CISO role or security leadership within complex organizations
  • Interactions with top management (Board, CODIR, audit committees, regulators)
  • Demonstrated ability to structure organizations and SSI governance frameworks

Methodological skills

  • Mastery of ISO 27001, NIST CSF, NIS2 frameworks; CISM / CISA certifications highly desirable
  • Mastery of IT architectures, cloud/hybrid, IAM, Zero Trust, DevSecOps

Behavioral skills and leadership

  • Cross-functional leadership and ability to unite without direct hierarchical authority
  • Executive communication (CODIR, ministerial offices, technical teams)
  • Change management and support for organizational transformations
  • Decision-making and arbitration in complex and constrained environments
