1. Presentation of ETNIC

ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC's mission is to design, develop, maintain, and evolve information systems and technological infrastructures serving the administrations and institutions of the FWB.

A central actor in the digital transformation of the Belgian French-speaking public sector, ETNIC operates in various domains such as:

2. Mission

ETNIC is launching a project aimed at implementing automated management of the lifecycle of digital certificates (CLM, Certificate Lifecycle Management) for qualified certificates, as well as a private public key infrastructure (PKI) for internal certificates. The project is deployed in three phases:

  • mapping & diagnosis (3 months)
  • proof of concept with the certification authority Sectigo (4 months)
  • then deployment (12 months, subject to validation of a Go/No-Go milestone)

The project manager leads phases 1 and 2, ensures transversal coordination between the development, infrastructure, security, and ITIL/monitoring teams, and prepares decision elements for the management committee.

Main responsibilities

  • Plan, coordinate and monitor the progress of phases 1 and 2
  • Supervise the mapping of certificate-bearing assets and the risk assessment report
  • Lead the PoC with Sectigo and build the business case for deployment
  • Establish transversal governance of the project (Dev, Infra, Security, ITIL & monitoring)
  • Coordinate project resources (architects, security/PKI experts, infra engineers)
  • Ensure budget monitoring and reporting to the management committee

The assignment is scheduled for a part-time basis for a minimum duration of 7 months (phases 1 and 2).
