Practical

At Lantis, we work hybrid. Every role is expected to work at least 3 days per week at our offices in Antwerp. This is a strict requirement for possible assignment.

The Exploitation, Management & Maintenance (EBO) department is responsible for the sustainable management and operation of the (tunnel) infrastructure of the Oosterweel connection. A key milestone is the opening and commissioning of the Scheldt Tunnel and, subsequently, the other tunnel complexes. Within EBO, the Project Commissioning (PIN) has been set up for this, focusing on the preparation of a predictable, timely, and coordinated commissioning.

As Commissioning Advisor you advise on and carry out specific tasks and dossiers that contribute to the operational readiness of the Scheldt Tunnel and any subsequent tunnels. You operate at the intersection of exploitation, tunnel safety, regulations, operational testing, training/exercise, stakeholder alignment, and the preparation of toll collection and/or road pricing in relation to the tunnel opening.

You report to the head of department EBO or to the person designated by Lantis within the Project Commissioning.

You take an active role in the following domains:

• preparation of the operational phase and opening of tunnels;
• safeguarding and refining operational requirements within the preparation process;
• coordination and follow-up of operational tests, in particular SIT-O;
• coordination on training and exercises in function of tunnel opening;
• preparation, follow-up, and assurance of safety documentation and safety compliance;
• interfacing with construction project teams, emergency services, external stakeholders, and adjacent projects;
• support in traffic management themes, regulations, and legal frameworks;
• follow-up of relevant program and policy dossiers with impact on operations, with special attention to toll collection, road pricing, tariff logic, operational processes, and national and international stakeholders such as Viapass, Asecap, and the relevant Flemish and Federal authorities.

You stimulate internal alignment between involved teams and subject matter experts, organize meetings where necessary, and contribute to widely supported solutions regarding operational and commissioning issues that fit within the company strategy and culture. You are jointly responsible for clear agreements, follow-up of actions, and timely escalation of bottlenecks.

External questions

Master’s degree or equivalent by experience.
At least 10 years of relevant experience in complex infrastructure projects, tunnel projects, operational preparation, traffic management, toll collection/road pricing, or comparable environments.
- Demonstrable experience with commissioning processes, operational readiness, exploitation preparation or operational readiness of infrastructure.
- Knowledge of or affinity with tunnel safety, traffic management, emergency services operations, and safety compliance.
- Knowledge of or experience with the operational, organizational, or stakeholder-related preparation of systems for toll collection, road pricing, or comparable user financing.
- Experience with stakeholder management in a complex project or public context.
- Commitment 0.5 to 0.7 FTE, to be filled by one person.

- Willingness to be regularly present in Antwerp (office, site, and meeting locations).
