This capacity is based on a solid ecosystem: a dense network, growing digital (massively mobile), and an application that has become a reflex for many players. The continuity between retail and digital has been strengthened with very concrete actions, now part of daily habits: consult, scan, buy, check.

Beyond flagship games like EuroMillions – the most played game in 2025 with 67.3 million gaming moments (all channels combined) – and the renewal of Lotto with ‘the house’ as a monthly event, the last Saturday of each month, the momentum is spreading throughout the portfolio. Instant games confirm their popularity, continuing to grow and contributing, too, to overall growth. Finally, the fourth pillar of growth is confirmed with other traditional draw games, which continue to perform well and strengthen the balance of the National Lottery's games portfolio.

This record year confirms the strength of the “hybrid” model, where the proximity network and digital reinforce each other. The retail channel remains dominant: €1.172 billion in sales in 2025 (+2.8%), representing 70.3% of stakes, and 6,748 points of sale. Digital continues its progression: €494 million (+19.6%), representing 29.7% of stakes, with very mobile usage (76.2% via mobile).

“We have become one of the largest e-commerce ecosystems in the country. And yet, our strength remains the same: a lottery of proximity — digital and physical,” says Jannie Haek, CEO of the National Lottery.

A record turnover and a record number of transactions also lead to an increase in winnings. In 2025, the National Lottery paid out €1.266 billion in winnings to its players through 117.2 million winning gaming moments. The number of winnings distributed increased by 17% compared to 2024, and the average prize increased by about €1.

But at the National Lottery, you never win alone. The very principle of a public lottery is that individual luck fits into a collective model: winners do not take back all the stakes; part of it serves the greater good. Thus, in the end, luck benefits everyone: the winners… and society.

Context

As part of the structuring and professionalization of our document management, we want to implement clear governance in Atlassian Confluence and migrate all documentation currently stored in Azure DevOps to Confluence. We are looking for a Confluence Specialist responsible for defining standards, best practices, the target document architecture, and for leading and executing the migration.

Mission Objectives

  • Understand the business, operational, and organizational needs related to documentation.
  • Define clear, sustainable Confluence governance aligned with Atlassian best practices.
  • Design the target document architecture (spaces, hierarchy, permissions, templates, labels).
  • Prepare, orchestrate, and execute the migration of documentation from Azure DevOps to Confluence.
  • Ensure a scalable, maintainable, and future-proof solution.
  • Support the teams in adopting the new standards.

Main Responsibilities

Analysis & Scoping

  • Map existing documentation in Azure DevOps.
  • Identify business needs, current uses, and pain points.
  • Define the objectives for document governance.

Defining Confluence Governance

  • Define the rules for creating spaces, pages, and templates.
  • Define standards for structuring, naming, permissions, and archiving.
  • Define roles and responsibilities (owners, maintainers, contributors).
  • Implement Atlassian best practices.

Document Architecture

  • Design the target architecture: spaces, page hierarchy, page templates, labels, permissions.
  • Document the architecture in a Confluence Blueprint.

Azure DevOps → Confluence Migration

  • Define the migration strategy (automated, semi-automated, manual).
  • Prepare necessary scripts or tools (API, marketplace apps if relevant).
  • Clean, consolidate, and restructure documentation before migration.
  • Execute the migration and validate the quality of migrated content.
  • Ensure documentation continuity during the transition.

Support & Adoption

  • Train teams on new standards.
  • Produce user guides and best practice documents.
  • Provide advice and challenge the teams.

Required Skills (technical + methodological)

  • Confirmed expertise on Confluence Cloud.
  • Very good knowledge of Atlassian best practices.
  • Experience in document migration (ideally Azure DevOps → Confluence).
  • Mastery of Atlassian APIs and migration tools.
  • Knowledge of relevant marketplace apps.
  • Ability to translate business needs into document architecture.
  • Sense of standardization, governance, and document quality.
  • Ability to structure and formalize blueprints.

Soft skills

  • Excellent analytical and synthesis skills.
  • Clear communication with both technical and non-technical audiences.
  • Advisory mindset, teaching skills, and ability to challenge.
  • Autonomy, rigor, and sense of responsibility.
