As part of the “Matching 3D” project, Forem is seeking a consultant for a period extending from the earliest possible start date until December 31, 2027, in order to continue the development of the M3D matching engine (job seeker profile, job offer, training offer) and to expose it in Forem's Dossier Unique (CRM Dynamics), with the aim of opening the services planned for December 2026 and then gradually replacing the current matching tools (BiMatch, C1C, ELISE).

The desired profile demonstrates recent experience as a Data Scientist / AI Engineer, with expertise in the design, development, and deployment of data and AI solutions based on Microsoft Azure, Azure AI Foundry, Azure AI Search, and Microsoft Fabric technologies.

The mission will notably consist of:

• Designing, developing, and evolving the M3D engine and its data pipelines: ingestion of profiles, job offers, and training offers into Fabric, indexing and semantic search in Azure AI Search, logic for fuzzy matching, scoring and reranking, prioritization of suggestions (job first, training as a secondary option) to cover the business positioning services, profile robustness, job matching, training matching, and pathway recommendation.
• Deployment and activation of Forem’s Microsoft environments (Azure, Fabric, Foundry, Docker containers, and Azure App Service), implementation of CI/CD pipelines, monitoring, and requirements related to security, identity, compliance, and sovereignty, as well as exposing the engine as APIs and connectors consumable by the Dossier Unique and business tools.
• Particular attention will be paid to data quality and validation of the engine: test sets and protocols, measurement of result relevance, engine testing for advisors and employers, then the training recommendation engine, preparation for production releases, and collaboration with Forem’s technical and business teams.
• Finally, this mission will also involve operational maintenance, documentation, and knowledge transfer to Forem teams, as well as supporting the engine’s roadmap towards 2028 and the decommissioning of replaced tools, according to modalities defined jointly with the project managers.
