Context

The SPW collects, produces, and utilizes large quantities of information every day in highly diverse fields such as taxation, agriculture, mobility, environment, spatial planning, research, economy, and human resources. This informational asset constitutes a major strategic asset for the administration, both for simplifying procedures and for steering public policies, internal efficiency, and transparency of public action.

However, these data are still too often scattered among administrations, business units, departments, and applications. This dispersion makes data difficult to find, understand, cross-reference, and reuse. It limits their transversal use, hinders the pooling of information already available, and maintains a strong dependency on application or organizational logics specific to each service.

SPW does not yet have a sufficiently structured institutional inventory of its data, their owners, their definitions, their usage conditions, their quality level, or their sharing modalities. This situation leads not only to difficulties in accessing data, but also to redundancies, inconsistencies, and sometimes conflicts between similar data. Numerous cases exist where data bear a similar or identical label, yet rely on different definitions, scopes, or calculation methods, making their cross-referencing and joint use difficult.

In this context, the SPW’s data strategy, recently adopted by the Walloon Government (on July 9, 2026), aims to better understand, document, qualify, govern, and enhance the administration's data assets. It notably sets the objective of making data a shared, controlled, and reusable asset, at the service of business units, agents, users, and public decision-making.

One of the structuring projects of this strategy consists of setting up an institutional data catalog for SPW. This will make it possible to identify, for each dataset, its origin, objectives, scope, owner, actual quality level, update frequency, any restrictions, and conditions for sharing or reuse. This catalog is a prerequisite for better data governance, reducing redundancies, identifying reference data, and gradually implementing a more data-centric approach within SPW.

This mission is part of this dynamic. Its aim is to contribute to the structuring, documentation, and harmonization of SPW’s data assets, supporting the operationalization of the data strategy. It should enable a transition from a situation of scattered and low-visibility data to an organized approach of inventory, qualification, harmonization, and governance, in close collaboration with business units, data managers, governance bodies, and technical teams.

Main Objectives

• Simplify administrative procedures through better control, quality, and reuse of data, in order to reduce redundancies, limit re-entries, and facilitate interactions with the administration.
• Strengthen the management and evaluation of public policies by making greater use of available data to inform decision-making, monitor results, and objectify public action.
• Improve the internal efficiency of SPW by promoting better knowledge, circulation, documentation, and reuse of the data assets within the organization.
• Guarantee transparency of public action by improving access, sharing, and enhancement of data, in compliance with the applicable legal framework.

Tasks and Activities

The analyst will be responsible for analyzing the various SPW data sources in order to build this inventory; they will also be tasked with leading working groups to establish a common conceptual framework around a shared dictionary of key reference concepts. They will also facilitate working groups to resolve issues of divergent data semantics.

Objective: Analyze business data sources to build a data inventory.

The Data Analyst ensures the identification and involvement of relevant stakeholders for each data source. They organize and facilitate analysis meetings with data managers, business experts, technical teams, and project stakeholders. They formalize the results of the work in the form of meeting minutes, analysis reports, and recommendations intended for the project and governance bodies.

For each source analyzed, the Data Analyst:

• Documents the current data exchange modalities of the systems studied. In particular, they identify:

Objective: Build and maintain a raw inventory of company-related data present in SPW systems.

The Data Analyst designs and evolves the structure of the inventory to allow for:

• Each source analysis results in the integration of new information into the inventory.
• The Data Analyst ensures the consistency, quality, and updating of the recorded information, in order to provide a consolidated view of company data used within SPW. This analysis is carried out with close involvement of the manager of the relevant source.
• If required, analyzes the different services involved in the collection and storage of the same data and identifies the designated manager. This analysis will take into account the governance framework being developed within SPW.
• The Data Analyst enriches the inventory with the characteristics necessary for data governance and sharing.

This inventory forms the foundation for identifying redundant data and opportunities for simplification.

Each analyzed source, once its maturity is validated (absence of duplicates, manager identified for each of its data, documented quality, collection and update processes), is then promoted as a reference source, via a descriptive sheet, in the Metawal data catalog.

Objective: Exploit the compiled inventory to improve the coherence of the information assets relating to companies and to support administrative simplification initiatives.

The Data Analyst identifies potentially redundant data present in several SPW data sources: collected and/or stored multiple times, similar or close in terms of definition. For each group of similar data, they:

• Facilitate the necessary workshops with data managers and relevant stakeholders to build a common understanding of the analyzed concepts.
• Participate in identifying the legitimate owner of each data item.
• Document the existing roles as well as all information justifying the current situation (legal frameworks, processes, etc.) and prepare elements enabling governance bodies to make decisions.

This activity is directly aligned with the governance principles defined for the Service Public de Wallonie.

The Data Analyst ensures coordination with the data committee to report data sources identified as mature and of interest for dissemination.

The quality of the offer will be evaluated according to a grid of weighted criteria structured as follows:

• Each sub-criterion will be scored on a scale from 1 to 5, with a weighting applied according to its importance.
• The final score of the offer will result from the weighted average of the criteria, allowing an objective comparison between candidates.
• Candidates may be invited to an interview before a jury, the composition of which will be communicated at a later stage.
• The interview may be held remotely if circumstances require.
