Context

The SPW's company reference system is part of the drive to evolve the administration towards a more user-oriented and data-driven approach. It addresses the current situation marked by the dispersion, duplication, and heterogeneity of company-related data across numerous business applications. This fragmentation affects data quality, reuse, the coherence of administrative processes, and the SPW’s ability for cross-sectional analysis.

The reference system therefore aims to establish a common source of reference, gradually fed by federal and Walloon sources, in order to consolidate company identification, reduce administrative burden, improve data quality, and support the “Only Once” principle. The company reference system constitutes the single source for company identification within the Service Public de Wallonie. Its integration into the SPW’s application and data environment will be gradual, according to a defined roll-out schedule. By groups, the various data sources managing company data will be connected to the reference system. This connection will be two-way:

In this context, the Data Analyst acts mainly as an interface between business, data managers, governance teams, and technical teams. They produce the knowledge needed to implement the reference system: understanding the data, documentation, usage analysis, identification of redundancies, preparation of governance decisions, and detection of opportunities for mutualization. They will be integrated into a team including a project manager, a technical coordinator, and a Data Engineer. The team will be an integral part of the Data Management and Valorization directorate.

Main Objectives

The SPW's company reference system aims to become the transversal reference source for company identification and knowledge, by consolidating data scattered across applications, improving its quality, harmonizing definitions, reducing redundancies, and enabling controlled data reuse for the benefit of business, users, and public management.

Tasks and Activities

Objective: Analyze business data sources likely to feed the Company Reference System to evaluate their relevance, quality, integration methods, and associated organizational impacts.

The Data Analyst ensures the identification and involvement of stakeholders for each data source. They organize and facilitate analysis meetings with data managers, subject matter experts, technical teams, and project stakeholders. They formalize the results of the work in the form of meeting minutes, analysis reports, and recommendations intended for the project and governance bodies.

For each source analyzed, the Data Analyst:

The Data Analyst documents the current data exchange methods of the systems studied. In particular, they identify:

Based on the analyses carried out and on the data scope of the Reference System, the Data Analyst identifies the data of interest for the Company Reference System. For each candidate data, they document:

Each source analysis results in the integration of new information into the inventory. The Data Analyst ensures the consistency, quality, and updating of the collected information, in order to have a consolidated view of company data used within SPW. This analysis is carried out in close involvement with the manager of the relevant source.

The quality of the offer will be evaluated according to a weighted criteria grid structured as follows:

Each sub-criterion will be scored on a scale of 1 to 5, with weighting applied according to its importance. The final score of the offer will result from the weighted average of the criteria, allowing objective comparison between candidates.
