ABOUT US
AFOSOC – VESOFO (the Association of Social Funds in the social-profit sector) is a Belgian non-profit service organization founded by social partners. The organization supports various joint committees and social funds in the non-profit sector by providing administrative, ICT, and logistical services, such as managing digital extranet files and training requests.
THE POSITION
Developing and managing databases, ICT applications, and data flows for data management in collaboration with internal and external partners to meet user requests.
The Data and Analytics Manager reports to the ICT Manager, who reports to the Director.
TASKS
Manages databases:
- Drafts specifications for the technical part of database creation to submit to potential suppliers
- Oversees the development and programming of the shared database by an external partner and writes procedures for the use and input of data into the database
- Tests the programmed database in consultation with users, analyzes the test results, makes necessary changes and/or proposes changes to the external partner developing the database
- Organizes, in consultation with the relevant partner or non-profit, meetings and consultations regarding the development and status of the shared database
- Ensures the follow-up of project decisions in collaboration with the relevant partners or non-profits and is responsible for communication with internal managers and external suppliers
- Prepares the implementation of the shared database and provides training to key users
- Investigates issues in the operation of the non-profits and funds or problems linked to data, contacts the relevant parties (users, partners, employees), and seeks possible (IT) solutions (e.g., proposing a new tool to optimize operations and share information more efficiently)
- Analyzes user requests (non-profits and funds), develops or modifies individual databases, and works out proposals to meet their needs
- Assesses the needs of users (e.g., management of institutions, training, etc.), analyzes current applications, and proposes improvements
- Supports users in maintaining individual databases or creating or modifying new applications (e.g., adding forms or tables in the database, creating reports)
Is responsible for managing the shared database:
- Manages users, data structure, and access rights to the shared database
- Responsible for configuration and backup of the shared database and ensures system security
Develops reports:
- Prepares reports to share data in an insightful way with users so they can interpret and use it
- Checks the accuracy of data from annual accounts and subsidy files
- Makes comparisons between data from different sources, data cubes
Other activities:
- Participates in working groups and meetings within the organization
CRITERIA
Knowledge and Complexity
- Bachelor's degree level or equivalent by experience
- 2 to 3 years of work experience
- Thorough knowledge of IT, software/database development
- Thorough knowledge of common and company-specific software
- Thorough knowledge of BI tools
- Knowledge of planning and organization
- Problem-solving
- Problem handling
- Ability to analyze and solve users' problems with databases and to make proposals for improving data management
- Ability to develop, program, and manage user-friendly and accurate databases based on information from various streams
Autonomy
- Works independently in managing data flows
- Is bound by GDPR guidelines and internal agreements and procedures
- Refers to the supervisor and/or project leader in case of doubt, problems, (new) licenses, budget decisions, difficult user complaints
COMMUNICATION
Internal contacts
- Daily contact with users regarding the use of databases
- Daily contact with ICT colleagues regarding daily operations
- Ad hoc contact with other employees within AFOSOC regarding internal working groups
External contacts
- Daily contact with external developers regarding information, feedback on operations, problems, etc.
- Monthly contact with partners (RSZ, KSZ, etc.) regarding data, problems in data flows
PRACTICAL
We ask for an all-in rate.
The position is a hybrid role, requiring a 3/5 regime at the office.
