General context

ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the FWB (Fédération Wallonie-Bruxelles). As a public interest organization, ETNIC’s mission is to design, develop, maintain, and evolve information systems and technological infrastructures serving the administrations and institutions of the FWB.

As a central player in the digital transformation of the Belgian French-speaking public sector, ETNIC operates in various domains such as: networks, security, data centers, cloud, business application development, support for digital projects, cybersecurity, and user support.

With a constant focus on innovation, performance, and public service, ETNIC regularly collaborates with external partners to strengthen its teams through IT consultancy missions.

The current mission covers

  • one of ETNIC’s areas that has been particularly developed over the past five years: data management and exploitation. The challenges are multiple: ensuring data reliability and accessibility, reducing redundancies, improving decision-making processes, implementing the “only once” principle for users, and finally, providing reliable and quality data to business applications while complying with security standards and norms through virtualization tools.
  • the management and exploitation of data flows for a specific application under development called APP100, the attendance tracking solution for the schools of the Fédération Wallonie-Bruxelles

Mission

As a Data Engineer or data technician specialized in data virtualization, you will be at the heart of the analysis, implementation, and operationalization of the virtualized data layer that feeds the applications managed by ETNIC.

Your responsibilities will include:

  • Setting up, configuring, and maintaining the data management platform composed of ETNIC’s data management IT solutions: Denodo Virtualization, Zeenea data catalog, SAP Information Steward data quality management.
  • Managing data processing constraints (real-time and batch) and optimizing access and usage times for the solutions
  • Setting up and managing the monitoring of these tools in order to actively participate in continuous improvement and incident management where applicable.
  • Designing and implementing security policies, access management, and data encryption in compliance with GDPR and local requirements
  • Designing, developing, and integrating data flows and databases necessary for data lifecycle management within the platform
  • Participating in the management of the data and metadata dictionary in the Fédération Wallonie-Bruxelles
  • Contributing to the delivery of IT solution projects that require the use of the data platform and its solutions

Profile and skills

Technical expert specialized in the design, deployment, and management of data access and delivery

Mandatory criteria:

  • Language: Native French or minimum B2 with certification (DELF/DALF or TEF)
  • Work arrangement: Hybrid – 50% on site (mandatory)
