Data Engineer – Refactoring SIPAR 2
1. Presentation of ETNIC
ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC’s mission is to design, develop, maintain, and evolve information systems and technological infrastructures serving the administrations and institutions of the FWB.
A central player in the digital transformation of the French-speaking Belgian public sector, ETNIC operates in various domains such as:
- IT infrastructure management (networks, security, data centers, cloud)
- Custom business application development
- Support for digital projects (functional analysis, UX/UI, project management)
- Cybersecurity and data protection
- User support and training
With a constant focus on innovation, performance, and public service, ETNIC regularly collaborates with external partners to reinforce its teams through IT consultancy missions. These collaborations are conducted within an ethical, professional framework focused on quality and the tangible impact of delivered solutions.
The SIPAR2 application, currently an outdated monolithic Java architecture, is undergoing a transformation project to:
- Modernize the technical architecture (move to a modular architecture)
- Redesign the data model (reduce over-normalization)
- Improve performance and scalability
- Strengthen security and GDPR compliance
- Facilitate integration with external systems (HubSessions, BI tools, etc.)
Accueil Victime is a project starting in 2026 to develop an ancillary application to SIPAR2. This application offers advanced functionalities for the management of victims in judicial cases. It will be integrated with SIPAR2 and handles data that is common or similar to SIPAR2.
Both projects are executed by ETNIC (Entreprise des Technologies Numériques de l’Information et de la Communication) to serve the AGMJ (Administration Générale des Maisons de Justice). These two applications support more than 800 daily users and manage essential processes related to judicial administration.
2. Mission
As a Data Engineer, you will be at the heart of the data management strategy for the SIPAR2 and Accueil Victime projects. Your responsibilities will include:

Data Analysis and Collection
-
Work closely with functional analysts and business experts to understand the current data structure and relationships between entities
- Conduct data quality audits to identify anomalies, duplicates, and inconsistencies

Map existing data flows and critical dependencies
-
Migration Strategy and Planning
-
Review and validate the migration approach proposed by the provider in charge of the refactoring
- Assess the technical feasibility and risks associated with migration
- Propose improvements and optimizations to the initial strategy

Document decisions and technical justifications
-
Data Selection and Cleansing
-
Identify and select data to migrate based on business needs and compliance criteria
- Design and implement data cleansing and transformation processes
- Validate the quality of transformed data before migration

Document transformation rules and exception cases
-
Technical Support for Refactoring
-
Support the development team throughout the various phases of the refactoring
- Validate the implementation of database schemas in the target environment
- Participate in technical reviews and architectural decisions related to data
-
Ensure that all migration activities comply with Deloitte and ETNIC security and confidentiality standards

Data Validation and Testing
-
Assist the testing team in executing data quality tests (smoke tests, consistency tests, etc.)
- Define acceptance criteria for the quality of migrated data

Support the resolution of detected anomalies

Collaboration with ETNIC’s Data Competence Center

Participate in regular exchanges with ETNIC’s Data Competence Center
- Apply the standards and best practices in place within the organization and ensure alignment with ETNIC’s data strategy
- Share project methodology and learnings with the ETNIC team
Desired Profile
Required Technical Skills
-
Expertise in SQL database systems such as:
-
IBM DB2 (v11.5 and above)
-
MySQL or PostgreSQL
-
Knowledge of migration patterns and rollback strategies
- Expertise in relational data modeling
- Ability to optimize schemas for performance (denormalization, indexing, partitioning)
- Proficiency with ETL tools such as Apache NiFi, Talend, Informatica or equivalent
- Experience with transformation scripts (SQL, Python, Groovy)
- Knowledge of data cleansing and validation patterns
- Familiarity with Java and the associated ecosystem (Maven, Gradle) and tools such as Git, GitLab
- Knowledge of project management tools (Jira, Confluence)
- Experience in the public sector (administration, justice, health, etc.) and, if possible, in the judicial or administrative functional domain
- Previous data migration experience (at least 2-3 projects)
- Understanding of compliance issues (GDPR, security, audit)
