Context
As a public transport planner and operator, STIB is subject to the European NIS2 directive, which requires the implementation of appropriate cybersecurity measures, particularly in the field of data management and protection.
Furthermore, as part of its Data strategy, STIB aims to strengthen the reliability, security, and value of its data by establishing pragmatic governance tailored to the needs of the organization. This approach seeks to improve the quality, documentation, accessibility, and understanding of data to ensure consistency and optimize their use.
Main Mission
The Data Governance Specialist plays a central role in defining, implementing, and maintaining the data governance framework at STIB. They contribute to the company's compliance with regulatory requirements, in particular those arising from the NIS2 directive, and support the execution of the organization's Data strategy.
In this capacity, they work along two main axes (the first being the priority):
Ensure compliance with NIS2 requirements relating to the management and protection of critical data
In close collaboration with the DPO, the CISO, Enterprise Architecture, the Document Management Office, as well as the relevant business and IT teams, the Data Governance Specialist participates in defining and implementing the necessary governance measures.
Phase 1: Governance and identification of critical data
- Inventory, map, and classify critical data as well as their flows and dependencies.
- Define data management policies, standards, and procedures.
Phase 2: Data protection
- Define protection requirements for critical data according to their classification level.
- Ensure the implementation of security, backup, and restoration measures.
Phase 3: Access management
- Define and enforce data access rules according to business needs and the principle of least privilege.
- Ensure control and review of critical data access.
Phase 4: Awareness and adoption
- Train and raise awareness among staff on best practices in data management and protection.
- Support the adoption of data governance and assist with change management initiatives.
Deploy data governance principles in business and Data initiatives
In collaboration with business teams and the Data & Analytics department, the Data Governance Specialist ensures the integration of governance best practices in Data roadmap projects.
They support the Data Governance Officer within the D&A team by ensuring:
- The quality, discoverability, accessibility, and documentation of data.
- The definition and maintenance of roles, responsibilities, and governance processes.
- Control over master data (MDM), data lineage, and data modeling.
- Contribution to the selection, deployment, and adoption of data governance tools.
Profile
- Significant experience in data governance and data quality (7+ years).
- Excellent understanding of data governance frameworks (e.g., DAMA-DMBOK).
- Strong documentation and presentation skills.
- In-depth understanding of data methodologies and technologies to collaborate effectively with Data Management and IT teams.
- Hands-on experience with data governance and metadata management tools (e.g., Collibra, Informatica, Ovaledge, ...).
- Ability to learn quickly and work autonomously.
- Ability to establish an internal network to align various stakeholders, with negotiation skills.
- Excellent communication skills, able to explain complex methodologies in simple terms and strong change management knowledge.
- Excellent leadership skills to successfully carry out these different tasks.
- Proficiency in French and/or Dutch; fluency in English is an asset.
Nice to have
- Knowledge of NIS2 regulations.
- Knowledge of standards and regulations (ISO/IEC 38505, ISO 8000, GDPR, ...).
- Knowledge of data modeling (UML).
- Knowledge of data flow modeling (Archimate).
- Professional experience in regulated sectors (finance, healthcare, public sector).
Additional information: The mission may be extended for a maximum duration (including the initial period) of: 880 working days.
