Context
Automatic Number Plate Recognition (ANPR) uses intelligent cameras that recognize license plates. The system then compares these scanned license plates with already available data (stolen or reported vehicles, whether or not they are allowed to drive in certain areas, etc.). Within the police, ANPR is used for traffic safety and judicial assignments.
The ANPR project is housed within the Directorate of Police Information and ICT (DRI) of the Federal Police. The directorate is responsible for preparing policy and rules for information management and processing, developing the police information concept, establishing technical norms and standards, and implementing information and communication systems.
The asset management system for the ANPR cameras is undergoing architectural changes and will increase in scale in the near future, both in terms of volume and types of connected cameras and integrated systems from various partners. It is important to always have a clear understanding of the data flow and its protection, with a view to security and safeguarding privacy. To this end, the federal police wish to engage an expert in data protection and GDPR, so that the DPO can perform their supervisory and advisory tasks and role as point of contact with full correctness.
Role: “Expert in Data Protection”
As an expert in data protection, you will temporarily and ad hoc strengthen the ANPR team at DRI to map the impact of architectural and operational changes in terms of data management.
The necessary impact analyses must be drafted and updated.
You will also request the required input from partners and suppliers.
You have a certain degree of technical insight and take on an advisory and facilitating role towards the members of the team and other stakeholders (internal and external).
Tasks and responsibilities:
- Identifying areas for improvement in existing processing agreements and DPIAs
- Drafting a template for DPIAs that can then be further used within the organization
- Analyzing initiatives and advising on the need for a (modification of) DPIA
- Drafting all required new DPIAs and processing agreements
- Conducting verifications when solutions are put into use for which an initial DPIA was drawn up
- Drawing up a schedule with documents to be delivered by priority
- Conducting checks on the compliance of processing activities of the organization and its partners
- Preparing responses to questions from supervisory authorities
- Developing and implementing quality management plans that ensure project results meet the required standards
- Reporting to the program manager on the progress of documents in preparation
- Monitoring changes in applicable legislation (Belgium, Europe)
Education, experience, and competencies:
- At least ten years of hands-on experience as a data protection expert within an IT-technical domain
- DPO certification
- Experience with systems and programs for project follow-up and knowledge management
- Good communication skills
- French or Dutch as mother tongue, with a strong passive knowledge of the other language
- A self-starter with a critical perspective

Practical
Desired start date: 1 November 2025
Duration: 30 days until the end of 2025
Regime: part-time – 30 days to be scheduled in consultation with the ANPR program manager
Main address: Koningsstraat, 202 A – 1000 Brussels
Work arrangement: minimum 2 days/week presence at the office, depending on regime (not for part-time workweek), tasks, and agreements with the team; telework allowed at domicile or employer address (Belgium)
Team: multidisciplinary, mix of internal and external employees
