Datawarehouse Developer (Semantic Expert)
The purpose of the assignment is to supplement the data standards team with a semantic expert. A semantic expert develops, implements, and refines data standards by modeling and harmonizing data unambiguously according to interoperability principles. He/she provides clear explanations and definitions of concepts and structure, and prepares models substantively for working groups and implementation.
The semantic expert is deployed on various internal and external projects within the data standards team. In this assignment, the expert ensures substantive alignment between partners, safeguards semantic consistency, and elaborates the data standards. Additionally, the semantic expert also works on the implementation of OSLO standards with partners, applying principles such as Linked Data and interoperability.
Demonstrable experience with data warehouse modeling
Demonstrable experience with project-based work and data warehouse modeling or demonstrable education in data warehouse modeling
Demonstrable knowledge and experience in planning, designing, and building a data warehouse application using tools such as Cognos or Datastage
Demonstrable knowledge and experience of data warehousing concepts, processes, and architectures
Demonstrable knowledge and experience of Agile development methodology
Demonstrable knowledge and experience in building the following data warehouse components: data integration (ETL), reporting & analysis (BI), databases, and metadata
Language requirement: Dutch at European CEFR - level C2

Business context
The Flemish government is committed to a uniform standard for information exchange. The goal is to provide more coherence and better discoverability of data. In this way, everyone can use the data more easily. Standards make it possible for governments in Flanders (and beyond) to easily combine data. They form the foundation for smooth data exchange within and outside the government in line with the European information standards from the INSPIRE and SEMIC programs. Digitaal Vlaanderen assumes end responsibility for the standardization of the Flemish information landscape.
Within the data governance team, and more specifically within the data standards team, the semantic expert is responsible for developing, implementing, and maintaining these standards.
You develop data specifications, domain models, and application profiles based on project documentation and process descriptions. You guide working groups, process feedback, and ensure alignment with internal and external partners. You play a key role in realizing widely supported and reusable data standards for data and service exchange. You are also the go-to person for hands-on questions about implementing data standards in their systems.
Technical context
You mainly support the team from a semantic perspective and contribute to the development of technical tools that are used both internally by the team and externally by our partners. For example, when publishing data standards. You also contribute to the development of new versions of the toolchain.
You have extensive knowledge of (data) modeling techniques (UML, ...) and functional analysis techniques (BPMN, ...) for structuring processes, information, and business and IT needs. You have strong knowledge of Linked Data, RDF, SPARQL and you have good knowledge of shell scripting, Linux distributions, and DevOps. You have experience with source control systems (GitHub) and CI/CD (CircleCI) or similar tools.
