Deputy CIO / IT Transformation Lead
Context
The CHU Brugmann, a leading public university hospital in Brussels, is engaged in a significant transformation of its information system to better support its medical, operational, and administrative activities.
Within this framework, the Information Systems Department is launching a transformation mission for its IT department’s operational model and is seeking a Deputy CIO / IT Transformation Lead to structure IT demand management, improve project delivery, and strengthen the overall performance of the IT department.
The consultant will operate in direct support of the CIO, playing a key role in structuring the IT department’s operations and improving the overall performance of the Build, Run, and Enable activities.
Mission
The mission consists of structuring the IT demand flow, improving project portfolio management, and evolving the IT department’s delivery model to strengthen its ability to effectively select, prioritize, and deliver IT initiatives.
Beyond project management, the mission also aims to improve the organization and overall performance of IT activities by enhancing coherence and coordination between the Build, Run, and Enable dimensions.
The objective is to enable the IT department to gain visibility, delivery efficiency, and control over its hospital information system, in a complex and demanding operational environment.
Main Responsibilities
Structuring the IT Demand Flow (Demand Management)
- Implement a structured IT demand management process, from need expression to launch decision
- Clarify the modalities for submission, analysis, and qualification of requests
- Structure the scoping phases of IT initiatives (objectives, business value, effort estimation)
- Implement transparent prioritization mechanisms aligned with business challenges and the IT department’s capacities
Management and Steering of the IT Project Portfolio
- Structure and manage a coherent and prioritized IT project portfolio
- Implement or optimize governance and portfolio monitoring bodies
- Improve project progress visibility for business departments
- Ensure a coherent allocation of resources based on priorities
Transformation of the IT Delivery Model
- Evolve delivery and project management methods for IT projects
- Clarify roles and responsibilities in projects (IT, business, suppliers)
- Implement structured management, reporting, and risk management practices
- Improve coordination between Build, Run, and Enable activities
Structuring the Relationship with the Business
- Structure interactions between the IT department and business departments
- Implement regular dialogue mechanisms on priorities and projects
- Improve transparency on projects, priorities, and delivery capabilities
- Facilitate arbitration between business needs and operational constraints
Steering the Delivery of External Partners
- Strengthen control over the delivery of IT partners and suppliers
- Structure monitoring methods for supplier commitments and performance
- Clarify responsibilities between internal teams and service providers
- Reduce external dependency in the structuring and management of projects
Development of the IT Department’s Operational Maturity
- Support project managers and application managers in evolving their practices
- Implement common management methods and tools
- Strengthen the culture of delivery, responsibility, and service
- Contribute to the evolution of the IT department’s operational model to improve the overall performance of IT activities
Mission Duration
The mission is part of a sustainable transformation perspective for the IT department.
An initial 6-month contract will be established, with the possibility of renewal in successive 6-month periods. The mission is envisioned in a medium-term perspective and could extend over approximately one year, with the possibility of being prolonged up to two or three years, depending on the strategic directions of CHU Brugmann.
This approach aims to ensure continuity of the transformation and the sustainable anchoring of new practices within the IT department.

The mission can be extended for a maximum duration (including the initial period) of: 880 working days.
