Project Description
The Chief Technology Officer (CTO) is responsible for the overall technological vision and strategic direction of technology within the Federal Police. The CTO oversees all technological initiatives, ensures the alignment of technological resources with organizational objectives, and drives innovation in information and communication technologies. He is also responsible for monitoring digital transformation.
In this context, the CTO has mandated a mission aimed in particular at analyzing, optimizing, and steering current IT activities. This mission is part of an approach to improve efficiency, effectiveness, budgetary control, and clarification of responsibilities within the IT department.
Role Description
The CTO is seeking a Digital Portfolio and Business Analyst Manager to strengthen DTO planning activities, specifically in the initial phase on processes enabling analysis and the establishment of a Strategic PMO.
Main Responsibilities

Implement a strategic PMO:
-
Establish an operational framework for managing strategic program initiatives.
- Define the organization's strategic objectives, and align the PMO with the implementation of an overall governance.
- Develop a framework for reporting and monitoring programs, enabling effective decision-making.

Implement working methodologies including: prioritization criteria, reporting, budget, risk, project governance, roles and responsibilities, frequency.

Business Analysis: Lead and build a Business Analysis team as well as the operational framework:

Create, lead, and structure a team dedicated to business needs analysis.
- Create a simple methodology to establish a framework for preparing analyses, gathering requirements, and drafting specifications.
- Standardize deliverables (requirements template, user stories, diagrams, etc.).
- Define a clear process for BA intervention in projects (when they intervene, with whom, for what purpose).
- Develop a product and service catalog: propose a lightweight catalog defining the main products and services relating to internal police and citizens.
- Support the CTO in preparing strategic files.
Expected Deliverables:
- Strategic PMO scoping document (objectives, missions, scope, mode of operation)
- Strategic reporting template (dashboards, KPIs)
- Project/program governance diagram (key roles)
- Program sheet template (vision, objectives, sponsors, KPIs, budget, risks, dependencies)
- Prioritization methodology (criteria + evaluation grid)
- Methodology enabling both high-level and in-depth analysis of files (criteria + evaluation grid)
- Streamlined product & service catalog (citizens + internal police)
- Strong recommendation on PMO & Business Analysis processes
- Business Analysis team structuring plan (organization, roles, skill development)
- BA team operating charter (roles, responsibilities, processes, interactions with other teams)
- Requirements sheet template (objective, context, stakeholders, constraints, challenges) and methodology.
Skills
Communication and Relationship Skills
- Communication: You have a strong sense of communication (both verbal and written) and are able to establish and maintain long-term relationships at the management level.
- Client and Internal Relationships: You are a reliable point of contact for internal and external clients as well as for IT departments and internal collaborators.
- Leadership and Collaboration: You possess excellent leadership, communication, negotiation, and problem-solving skills. You are results-oriented and have a strong ability to influence and collaborate with multidisciplinary teams.
Experience and Project Management
- Sector Experience: At least 6 years of experience in the public sector.
- Project Management: At least 10 years of experience in project management, process implementation, roadmap definition, and management of project and program portfolios.
- Capacity Planning and Demand Management: Proven experience in implementing and managing capacity planning and a demand management process.
- Governance and Prioritization: Experience in establishing governance bodies enabling prioritization and decision-making on new initiatives.
Technical and Analytical Skills
- IT Understanding: You are very familiar with the IT world, both at the application and infrastructure level, and you understand organizational and business aspects.
- Analysis and Optimization: You have demonstrated your ability to optimize processes, improve customer satisfaction, and successfully manage complex strategic projects. Your strong analytical skills enable you to quickly understand very complex processes and distill them to their essence.
- Innovation and Technological Trends: You are passionate about innovation and continuous improvement, and you are constantly on the lookout for new technological trends.
Specific Experience
- Team and Factory: Proven experience in creating and leading a team of analysts or similar. Experience in setting up an end-to-end factory is a plus.
- Business and Support Alignment: At least 3 experiences involving alignment with business, application support, and architecture, on priorities and decisions to be made as well as planning actions and projects.
- Requirements Description and Process Design: At least 5 experiences involving business requirements description and at least 3 experiences involving contribution to end-to-end process analysis and design.
