Dutch-speaking lead functional analyst
We are looking for
EXPERT – A Dutch-speaking senior analyst for projects for the Flemish government (NL). Minimum five years of experience for a long-term assignment. The analyst is part of a team of developers, architect, test analyst, and project leader in an Agile team. Developments are done in Java and the analyses are written in Dutch.
Lead Functional Analyst
– Planning, executing, and supervising scoping activities, defining requirements, and setting priorities with clients.
– Obtaining and reaching agreement on requirements from a broad and diverse range of internal and external stakeholders.
– Defining and maintaining a global and hierarchical overview of requirements for complex applications.
– Mapping out complex application systems to make them understandable for the client.
– Ensuring consistency in the proposed solution.
– Coordinating the creation and integration of integrated business models.
– Taking the lead in creating data models for complex business domains and ensuring consistency between data models and the requirements of various stakeholders.
– Performing systemic analyses and assessing the structural impact of changes in requirements on the entire information management system.
– Identifying and aligning effects and dependencies with other applications that use the same components (requires internal coordination within Smals and client teams).
– Coordinating substantive activities between the various involved TO&P teams.
– Identifying various risks, analyzing their impact and likelihood, and proposing risk management solutions to the project manager and the client.
– Ensuring the generic characteristics of the functionalities to be developed with a view to ReUse and synergies.
– Organizing communication between the various involved development teams.
– Assisting the project leader in assigning tasks to the development teams based on capacity and planning.
– Advising and guiding other employees on a regular basis regarding various aspects of functional analysis.
– Answering questions from the development teams (architects and developers).
– Documenting the system (drawing up/checking technical files + user documents) and/or controls.
– Drawing up test strategies for complex systems.
– Coordinating the test teams to ensure overall test coverage.
– Supervising test execution and validation of results.
– Reporting on analysis and testing activities, results, issues, and risks, including the work of others.
– Ensuring that the quality of the applications under his/her scope is guaranteed during development: quality of analyses, test coverage, documentation, presentation, training, etc.
– Detecting and reporting training needs to the project leader.
– Assisting the project leader in defining and assessing individual objectives.
– Coaching and training new employees in business knowledge and knowledge of the project and the methodologies used.
– Negotiating with stakeholders to manage competing priorities and conflicts.
– Drawing up and monitoring budgets in consultation with management and clients.
– Drawing up and monitoring schedules, taking into account:

– Monitoring the project (quality, process/evolution, costs: invoicing and imputations) in which he/she:

ensures compliance with established quality standards and methodologies

guarantees the conformity of the specifications

adapts the planning to changing situations

monitors the budget and timely signals any budget overruns
– Collaborating with the database administrator or the Data group to make decisions regarding the database, if necessary.
– Supervising the installation of the information system in the production environment.
– Coordinating activities with the internal security, core systems & middleware, and operations departments.
– Is consulted for decisions on whether or not to execute a project thanks to his/her expertise.
– Collaborating with cross-functional teams (functional and technical), SDO, JDSS, and SIC to develop standards and procedures.
– Disseminating and enforcing the results of standardization efforts.
– Proposing new topics for standardization.
– Explaining proposals to expand reuse (ReUse).
– Actively contributing to the dissemination of content during plenary meetings of analysts.
– Being aware of the risks of possible damage.
– Reporting new risks.
– Complying with applicable rules and policies and ensuring they are observed.
– Acting as a role model and behaving according to the prescribed code of conduct.
– Ensuring the dissemination and application of security and data protection rules within the project teams in which he/she works.
