E2E Delivery Lead – Onboard Vehicle Systems & 3D Telcamera’s

De Lijn is investing in improving real-time passenger data through the installation of 3D counting cameras on vehicles.

The project has already started:
- technology has been selected
- first installations have been carried out
- data product is operational

But:
- there is data loss
- installations and interventions are not running optimally
- the chain (hardware, connectivity, data) is not robust enough

We are looking for someone to take charge of this process and see it through.

Your mission: You take end-to-end ownership of the rollout and stabilization of the 3D counting camera system.

You ensure that:
- installations are carried out correctly and efficiently
- systems operate reliably (from sensor to data)
- data loss is addressed structurally
- the organization evolves from project mode to stable internal operations

Context/Requirements

Business context:
De Lijn continues to invest in smart vehicles. In addition to counting cameras, many other vehicle systems are being developed and renewed, such as on-board computers, driver consoles, validators, modems and networks, security systems, digital radio, smart traffic light controllers, etc. We also aim to improve existing service levels. This creates ongoing technical challenges and opportunities within the vehicle domain.

Technical context:
E2E delivery & chain responsibility

You take ownership of the solution across the entire chain, from vehicle to data lake. Your domain is the vehicle and the data delivery of the counts.

In consultation with technical experts, you drive optimizations in:
- vehicle technology (cameras, sensors, triggers, power sources and backups)
- installations and interventions
- connectivity (modems, networks, communication)

You:
- manage and connect:
- hardware vendor
- installation teams
- maintenance teams
- work closely with:
- data teams
- business stakeholders
- help solve problems across the entire flow:
- from failing triggers (doors/lights)
- to connectivity
- to data quality and reporting

You work in tandem with the PM data product for data processing. This team also supports operational insights regarding outages and incident detection. In addition, it delivers the final passenger counting product. You work together to improve the final product.

Operational rollout & organization

Planning & rollout

  • Optimization of installation and test procedures
  • You have knowledge of power supply, cabling, networks, hardware, and connectors
  • You can assess and mitigate risks
  • You understand what knowledge is needed by the installation teams and what is feasible
  • You can optimize an installation procedure within these complexities

Drafting rollout schedules:
- setting priorities (center vs region)
- taking into account operational constraints (night, holidays, vehicle availability)

Organizing installations:
- minimal impact on operations
- clear communication to depots and stakeholders

Management & staffing

Managing subcontractors:
- first-time-right
- quality and speed

Guiding internal technicians:
- correct handling of systems
- avoiding incorrect interventions

Sourcing and assembling teams:
- right profiles
- right capacity

Stock & logistics

Organizing material and stock:
- availability of components
- avoiding installation stops

Optimizing logistics flows:
- deliveries
- preparation of installations
- return flows

Problem-solving & optimization

Your focus:
- reducing data loss
- increasing reliability
- maximizing ROI of the investment

You work on:
- hardware issues
- connectivity
- system integration
- data quality

Governance & processes (EPMO context)

You operate within:
- EPMO governance
- Finance budget monitoring
- Procurement: procurement and award procedures

This governance is managed through various formal memos and decision-making.

- you ensure that processes support delivery, not block it
