Context

Digit’Eaux is the preferred partner for stakeholders in the water sector in Wallonia for the implementation of digital transformation projects.

The organization supports several major players in the sector, including SWDE, SPGE as well as various Accredited Sanitation Organizations (OAA).

Digit’Eaux is involved in the design, coordination, and implementation of structuring IT projects for the entire sector, but also upstream to establish, in close collaboration with its partners, the IT Master Plan and IT Blueprint that will make it possible to identify and prioritize these projects to be carried out.

Within this framework, the Strategy and Architecture division of Digit’Eaux wishes to engage the services of an experienced enterprise architect/IT architect in order to define the IT Master Plan/IT Blueprint for an intermunicipal company in Wallonia active in the sectors of water (Sanitation and Drinking Water), spatial planning, economic development, and projects supporting renewable energies.

The consultant will collaborate with the internal architecture team and the teams of the relevant partner.

Mission

The Enterprise Architect will be responsible for the complete management of establishing the IT Master Plan/IT Blueprint according to the phasing and schedule proposed to the relevant partner.

They will notably be responsible for assembling and presenting the following deliverables:

• Diagnostic report
• Information System mapping
• Target architecture
• 3–5 year IT roadmap
• Project portfolio
• Financial estimation
• Recommended IT governance
• CODIR presentation support

The Enterprise Architect is accountable for all project deliverables and their compliance with quality, schedule, and governance requirements.

To do this, they rely on internal teams, including the internal Enterprise Architect who has already carried out this type of assignment, and the business stakeholders of the relevant organizations, who contribute to the production of these deliverables.

However, the Enterprise Architect remains responsible for the overall coherence, quality, and validation of the deliverables produced, as well as for their presentation to the project governance bodies.
