Enterprise architect Fedasil

Mission

  • This is a mission within the agency Fedasil, within the ICT department. This assignment is necessary in the context of the establishment of the Federal Public Service (FPS) Migration.
  • Fedasil aims to professionalize data exchange between various internal applications and external sources, among other things to facilitate reporting. The chosen solution includes the implementation of a centralized data layer.
  • Additionally, the agency participates in the eMigration program, and the challenges to meet expectations in the field of architecture and information communication are significant. eMigration is the program that sets up digitalization and optimizations for the following entities (DVZ, CGVS, and RVV). When establishing the FPS Migration, it is desirable to develop a joint target architecture for the eMigration program and the various programs that exist within Fedasil.

To successfully carry out these strategic and tactical missions for Fedasil, it is proposed to appoint an Enterprise/Business Architect, whose expertise is currently not present within the agency. Therefore, it has been decided to launch this function as a consulting mission on the market.

Objectives

The Enterprise Architect is responsible for compiling an inventory of applications (including Match-IT, CAAMI, Cumul, etc.). He/she must also describe all data flows within the agency, including those with external parties (Crossroads Bank for Social Security, Civil Registry, partners, etc.). A significant part of this data is stored in a data warehouse.

Based on this inventory, he/she can propose a targeted solution to create a centralized data layer that facilitates data exchange between applications.

On the one hand, the agency can more easily generate reports based on consolidated databases by cross-referencing available data.

On the other hand, Fedasil's participation in the eMigration program is optimized (in consultation with the architect of the eMigration program) by simplifying data flows within the agency and centralizing the data to be exchanged.

This includes the following concrete tasks

  • Business architect: To ensure the link between the application and data layer (see further) on the one hand and the client on the other at a tactical and strategic level, a business architecture is set up. Drafting of a capability map.
  • Application layer: Inventory and analysis of (AS IS and TO BE) application landscape.
  • Data layer: Mapping (AS IS and TO BE) relationships and connections between the above-mentioned applications, data flows, and proposing optimizations via Centralised Data Layer (taking into account current architectural components Azure Data Warehouse and PowerBI and in consultation with the software architect of Match-IT and the Head of Data and Analysis).
  • Analyzing current documentation and setting up an action plan to bring it up to standard.

Analyzing synergies and gaps within the internal architecture and mapping possible optimizations with the eMigration program (in consultation with the eMigration architect) and the FPS Migration.

This position will initially be deployed in the context of the Working Group Supporting Services in relation to the establishment of the FPS Migration. This applies to the following domains: ICT, HR, Facility/LOG, FIN/MP.

Tasks will be further adjusted and refined in mutual consultation and can be adapted as necessary.
