1. Presentation of ETNIC

ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC’s mission is to design, develop, maintain, and evolve information systems and technological infrastructures serving the administrations and institutions of the FWB.

A central player in the digital transformation of the French-speaking Belgian public sector, ETNIC is active in various fields, such as:

• IT infrastructure management (networks, security, data centers, cloud),
• Development of custom business applications,
• Support for digital projects (functional analysis, UX/UI, project management),
• Cybersecurity and data protection,
• User support and training.

With a constant focus on innovation, performance, and public service, ETNIC regularly collaborates with external partners to strengthen its teams through IT consultancy assignments. These collaborations take place within an ethical, professional framework, oriented towards quality and the concrete impact of delivered solutions.

2. Mission

We are looking for experienced Java / Angular Developers who will be involved in various projects and applications related to the digital transformation of our beneficiaries.

Activities are divided between the development of ongoing projects and the continuity of service for existing applications.

Projects

Guichet unique (ME-TECH)

The ME project aims to provide users with a transversal, personalized, and secure digital front office, centralizing access to the services of the Fédération Wallonie-Bruxelles and the tracking of their files. The platform will integrate with the existing web ecosystem and transversal tools, while ensuring compliance with GDPR, accessibility standards, and the FW-B graphic charter. Modular and scalable, it will be available in French and English, with the possibility to add other languages. The project also plans to reintegrate currently operational procedures to ensure continuity of services and facilitate future evolutions.

DAccE

The Dossier d’accompagnement de l’élève (DAccE) is a digital application that allows for individualized tracking of the educational journey of students in the Fédération Wallonie-Bruxelles. The application enables personalized monitoring of learning difficulties (identification of difficulties, implementation of tailored support for the child) as well as centralized administrative tracking by school management and the general education administration. More broadly, the tool aims to limit school failure in the Fédération Wallonie-Bruxelles.

SIPAR

The Système informatique parajudiciaire (SIPAR) project is an application that enables centralized management of persons subject to legal proceedings. The tool also allows justice house staff to organize and better distribute the workload related to case management through task assignment and management of service schedules and agendas.

3. Work Environment

Depending on the needs and phases of the different projects, the developer may be required to work on several applications and functional domains, in collaboration with functional analysts, testers, developers, and other program stakeholders.

The assignment is set in an Agile / SCRUM environment, with a service-oriented architecture and a technical environment mainly based on Java and Angular.

The technology stack is based on: Angular 21, JAVA8 / JEE7, Java 21, Spring Boot, NgRx, DB2, MySQL, Flyway, …

The build tools are: Apache Maven, Git/GitLab CI/CD, Nexus.

As a consultant, you are subject to the same working conditions as our internal staff, meaning a hybrid mode combining on-site presence and telework, with a mandatory minimum of 50% presence in our offices.

The assignment is exclusively in French.

4. Activities

Design

• Participate in the technical design of functionalities in collaboration with functional analysts, the technical lead, and other team members.
• Design application components in compliance with the architecture and technical standards defined for the project.
• Apply development best practices: Clean Code, quality, …
• Participate in identifying technical impacts and possible dependencies with existing components.

Implementation

• Develop and evolve modules and application components.
• Participate in the development of Backend Java and Frontend Angular components.
• Develop the required quality according to our standards (the unit tests, integration tests, …) associated with developed features.
• Fix anomalies and carry out functional and technical evolutions.
• Participate in refactoring and improving existing code to enhance readability, maintainability, and performance.
• Participate in code reviews with other developers.

Deployment

• Participate in the preparation and delivery of developments in the different environments.
• Validate the deployment and delivery of the solution.
• Respect the delivery processes and standards defined for the projects.

Quality

• Comply with the methodological and technological standards defined by ETNIC.
• Ensure coverage and relevance of unit and integration tests.
• Participate in code reviews and the continuous improvement of development practices.
• Contribute to the reduction of technical debt, notably through refactoring, upgrading libraries and frameworks, and improving existing code.
• Respect the commitments and deadlines set within the team.

Communication

• Collaborate daily with developers, functional analysts, testers, and other project stakeholders.
• Participate in the various SCRUM ceremonies.
• Share difficulties, points of attention, and technical risks with the Team Leader or team manager.
• Document the developments carried out when necessary and share useful knowledge within the team.

5. Duration

3 full-time consultants for a period of 1 year (per consultant).
