The Directorate of Police Information and ICT Resources (DRI) is responsible for managing police information and ICT resources. It ensures the preparation of policies and rules regarding police information processing, the development of the police information concept, and the technical standards and management rules concerning ICT. Finally, there is the implementation of these within the police information and communication systems.

Information about the Division (DIPO) and the Business Unit (BIPOL) within the (DRI) matrix

Within the Products division (DIPO), the ICT applications and products used within the police are developed and managed. More specifically, the division is responsible for the execution and follow-up of the decisions of the ‘release management committee’. The ‘release management committee’ is concerned with the planning of developments, testing, and the ‘release’ of the information and communication products.

A second important pillar of the Products division is the technical analysis of needs, procurement, and forecast management of hardware systems (desktop, portables, tablets, etc.). It also leads the research & development in this latter domain.

In the context of information-driven policing and police policy and management, the Business Unit BIPOL (Police Management Accounting) is responsible for providing information, services, and tools to:

  • gain an overview (reporting/data/analyses)
  • get answers to questions (infodesk, training)
  • obtain insights or expand knowledge (tracking, discovering, predicting, ..)

regarding the security issues occurring in Belgium and the police response to them. It does so through the establishment of a Business Intelligence Competence Center. Additionally, it works on the conception, implementation, and maintenance of the Management Information System of the police.

Project description

In the context of building the Management Information System of the police, information needs to be extracted from various operational systems and incorporated into the data warehouse for the MIS. Subsequently, this information must be made available in reporting and/or analyses.

Specifically: within the Business Intelligence Competence Center: further development of the Enterprise Data Warehouse of the Integrated Police, the Management Information System of the Federal Police, and the creation and dissemination of policy and management information. Position description

In your role, you will contribute to the digital transformation of the Integrated Police. To be prepared for the challenges of today and tomorrow, several new tools and technologies need to be introduced into this specific environment, taking into account security requirements.

To achieve the above, you will work in a multidisciplinary team, in which you will take on the role of the following tasks.

  3. Determining the information needs (which insights, reports, dashboards, or cockpit are required?).
  4. Translating business questions into BI requirements.

  5. Data modeling & process analysis

  6. Designing logical and conceptual dimensional data models.

  7. Mapping business processes to understand where data comes from and how it is used.
  8. Verifying if the data is reliable, complete, and correct.

  9. Functional design

  10. Preparing functional specifications and documentation.

  11. Writing use cases, user stories, or mock-ups of dashboards/reports.
  12. Requesting and structuring data from various data sources.
  13. Developing logic to monitor the quality of (input) data and to transform data from the operational data model to the dimensional model.
  14. Integrating methods that support the monitoring of operational execution.
  15. Collaborating with developers to translate functional requirements into technical solutions.

  17. Creating and testing BI reports and dashboards (functional testing, validation of figures).

Background

  • You are an IT specialist or hold a master’s degree (e.g. commercial engineer) with a relevant specialization and/or work experience in IT.
  • You have at least 5 years of experience with Datawarehouse/Business Intelligence projects; knowledge of analytics is an asset.

Hard Skills

  • Business Intelligence & Analysis:

  • In-depth knowledge of Microsoft Power BI and Microsoft Fabric, both in terms of development (building reports, dashboards, data models) and administration (workspaces, security, gateways).

  • A basic knowledge of SAP BusinessObjects (SAP BO).
  • Experience with Microsoft Power BI Report Server.
  • Bonus: Possession of one or more official Microsoft certificates such as:

    • PL-300: Microsoft Power BI Data Analyst
    • DP-600: Implementing Analytics Solutions Using Microsoft Fabric
    • DP-700: Implementing and Managing Microsoft Fabric
  • Process modeling:

  • Knowledge of and experience with modeling business processes in BPMN or UML.

  • Database Knowledge:

  • Knowledge of relational databases and experience with SQL for querying data.

  • Programming languages:

  • Knowledge of DAX.

  • Bonus: Knowledge of Python and/or R for data analysis.

  • Very good command of standard Microsoft tools such as Excel, SharePoint, PowerPoint, and Teams.
