Expert data protection

Introduction

The ANPR program is managed by the Directorate of Police Information and ICT (DRI) of the Federal Police. The directorate is responsible for preparing policy and rules for information management and processing, developing the police information concept, establishing technical norms and standards, and implementing information and communication systems.

Project

Automatic Number Plate Recognition (ANPR) uses intelligent cameras to recognize license plates. The system then compares these scanned license plates with already available data (stolen or reported vehicles, whether or not they are allowed to drive in certain areas, etc.). Within the police, ANPR is used in the context of road safety, intervention, and investigation.

The asset management system for the ANPR cameras is undergoing architectural changes and will increase in scale in the near future, both in terms of volume and in types of connected cameras and linked systems from various partners. The cameras themselves are also evolving in terms of complexity and functionalities (e.g., AI). It is important to always have a clear overview of the data flow—and its protection, with a view to safety and safeguarding privacy. To this end, the federal police wishes to call in an expert in data protection and GDPR, so that the DPO can carry out his supervisory and advisory tasks and his role as a contact point in full compliance.

Mission

As a data protection expert, you will temporarily and ad hoc strengthen the ANPR team at DRI to map the impact of architectural and operational changes in terms of data management.

The necessary impact analyses must be drawn up and updated.

You will also request the necessary input from partners and suppliers for this.

You have a certain technical insight and take on an advisory and facilitating role towards the members of the team and other stakeholders (internal and external).

Tasks and responsibilities:

  • Identifying areas for improvement in existing processing agreements and DPIAs
  • Creating a template for DPIAs that can subsequently be used further within the organization
  • Analyzing initiatives and advising on the need for a (modification of) DPIA
  • Drafting all necessary new DPIAs and processing agreements
  • Carrying out verifications when solutions for which an initial DPIA was drawn up are put into use
  • Drawing up a schedule with the documentation to be delivered according to priority
  • Conducting checks on the compliance of the organization’s and its partners’ processing activities
  • Preparing answers to questions from supervisory authorities
  • Developing and implementing quality management plans to ensure that project results meet the required standards
  • Reporting to the program manager on the progress of documents in preparation
  • Monitoring changes in applicable data protection regulations (Belgium, Europe) and police work

Education, experience, and competencies:

  • At least ten years of hands-on experience as a data protection expert within an IT-technical domain
  • DPO certification
  • Experience with systems and programs for project tracking and knowledge management
  • Good communication skills
  • French or Dutch as a native language, with a strong passive knowledge of the other language
  • A self-starter with a critical mindset
  • Discretion
