IT Operating Model – IT Governance – Structuring
Context
The mission is part of the DigiNova program, whose objective is notably to define and implement a suitable IT Operating Model for the DG Simplification & Digitalisation (DG SD) and to strengthen IT governance as well as the structuring of the IT budget (run / change / projects).
Mission Objective
The IT Transformation Expert / Coach works part-time as a senior expert and sparring partner to the internal management of the DigiNova program (Sponsor, Co-sponsor, CIO / IT Director, Domain Managers, Project Manager IT Transformation).
He/she co-creates and validates the target model (“To-Be Blueprint”), ensures conceptual consistency between the various components of the target IT model, advises on strategic choices in IT organization and governance, and helps translate complex IT questions into clear decision options.
He/she also plays a communication liaison role between IT teams and governance bodies, and ensures knowledge transfer to make internal leaders autonomous in steering the IT Operating Model and IT governance.
Description of Expected Services / Responsibilities
Concretely, the mission notably includes:
Co-creation and validation of the target model (“To-Be Blueprint”)
- Co-create, structure, and validate the To-Be Blueprint of the IT organization (IT Operating Model and governance).
- Ensure overall consistency (roles, responsibilities, interactions, bodies, processes).
Strategic advice on the IT Operating Model and IT governance
- Advise management on scenarios and trade-offs (IT organization, governance, interfaces between teams, steering principles).
- Identify the impacts, risks, and prerequisites of proposed options.
Translation of complex IT issues into decision options
- Turn complex IT subjects into actionable proposals for both technical and non-technical stakeholders.
- Produce structured deliverables: memos, diagrams, options, impact analyses.
Communication-liaison and stakeholder alignment
- Act as a bridge between IT teams (support, development, platforms/infrastructure, security, architecture…) and governance bodies.
- Strengthen alignment, mutual understanding, and the coherence of choices.
Facilitation of cross-functional decision-making
- Facilitate workshops, governance forums, and cross-functional working groups.
- Support the building of “buy-in” decisions through a co-construction approach.
Coaching and supporting adoption of the target model
- Coach key managers and teams in understanding and adopting the future model (roles, collaboration practices, governance mechanisms).
- Help remove obstacles related to changes in operations.
Knowledge transfer and sustainability
- Ensure the transfer of methods, principles, deliverables, and governance reflexes.
- Contribute to making the organization autonomous in steering the target model.
Desired Profile – (Minimum) Requirements
- Minimum 15 years of experience in IT, ideally in a complex public organization.
- Proven experience in the co-creation, structuring, and validation of To-Be Blueprints and IT Operating Models at the organizational level.
- In-depth knowledge of relevant IT domains and frameworks (e.g. ITIL, COBIT, governance and architecture principles) and ability to apply them pragmatically.
- Strong conceptual and analytical skills, with the ability to ensure consistency between the components of an IT Operating Model.
- Excellent written and verbal communication skills: able to make complex IT concepts clear and understandable for both technical and non-technical audiences.
- Demonstrated experience in an advisory role, working closely with a Project Manager IT Transformation and top management.
- Experience as a “liaison” between internal stakeholders (CIO, Domain Managers, architects, business, HR, finance…) and the ability to connect needs and expectations.
- Experience in facilitating cross-functional decision-making (workshops, governance forums, working groups) and building buy-in.
- Solid change and coaching skills: ability to support teams and managers in adopting the future model.
- Soft skills: analytical, diplomatic, results-oriented; ability for co-creation and sustainable knowledge transfer.
- Experience in the Belgian public sector: required; experience in organizational transformation in a federal context: an asset.
- You will work in an environment using French, Dutch, and English.
- You will work in collaboration with a Project Manager IT Transformation, present full-time. Having already successfully collaborated with a candidate for this position (open simultaneously) is an asset.
