1. Context

Digit’Eaux is the sectoral entity responsible for providing shared IT services to public water operators in Wallonia.

It designs, operates, and evolves a sectoral GIS platform based on Esri technologies (ArcGIS Pro, ArcGIS Enterprise, Utility Network, Fieldmaps, Survey123, Dashboard, etc.), PostgreSQL/PostGIS, FME Desktop & Flow, and integrates numerous business processes related to the management of drinking water and sanitation networks. Digit’Eaux must ensure the continuity and evolution of its services, while supporting cooperators in their strategic projects, following a logic of mutualization, coherence, and sector maturity growth.

To support the realization of transformation projects as well as the evolutionary and corrective maintenance of solutions, Digit’Eaux wishes to strengthen the team with GIS Experts. The experts may be complementary and will be able to intervene in the functional analysis of business needs, the design, development, and configuration of suitable geospatial solutions, as well as in the evolutionary and corrective maintenance of these, while ensuring quality, performance, security, and documentation.

2. Missions

Their missions notably include the following tasks:

  • conduct user workshops;
  • challenge business requests to ensure coherence, viability, and added value;
  • work closely with architects to align needs and feasibility;
  • produce detailed functional specifications by precisely formalizing business rules, use cases, and acceptance criteria;
  • structure requirements in a rigorous and prioritized manner;
  • model processes (UML/BPMN) and data flows (ArcGIS/UN/PostgreSQL/FME);
  • prepare test scenarios and support UAT;
  • contribute to change management, user guides, and documentation for deployment and operation;
  • develop/configure ArcGIS apps (Experience Builder, JavaScript API, Field Maps, Survey123) and publish services/layers in ArcGIS Enterprise;
  • perform unit tests, corrections, and document code and scripts;
  • design/optimize FME Desktop/Flow workflows (scheduling, monitoring, recovery);
  • integrate webservices (REST/OGC) and PostgreSQL/PostGIS data;

Skills

Experience:

  • Higher education in geomatics, geography, computer science, or equivalent (at least Bac+4/5);
  • Minimum 10 years of experience in functional analysis in a GIS context and/or in GIS development on the Esri ecosystem;

Skills:

  • Experience in conducting workshops and writing functional documents;
  • Ability to communicate with non-technical profiles;
  • Skills in geographic data modeling (Conceptual Data Model, Logical Data Model);
  • Proficiency in UML and BPMN;
  • Mastery of the ArcGIS suite:
  • ArcGIS Pro: advanced understanding of models, rules, domains, topology.
  • ArcGIS Enterprise: service publishing, portal management, user management, optimization via tiling, administration (federations, Data Store, security, dedicated/shared instances, etc.)
  • Expertise in configuring ArcGIS Experience Builder, Survey123, Field Maps, and ArcGIS Dashboards;
  • Proficiency in Python (ArcPy) for geospatial process automation and/or deployments;
  • Utility Network: solid knowledge of concepts (associations, rules, tracing, topology), ability to analyze functional impacts;
  • Proficiency in FME Desktop/Flow: creation of standard workflows (simple transformers) is a MUST / complex automations, FME Flow, logs & debugging is an asset;
  • Proficiency in SQL / PostgreSQL / PostGIS: solid mastery of spatial databases, operational mastery of SQL, joins/aggregations, basic spatial functions (ST_Intersects, ST_Buffer…), spatial indexes;
  • Notions of DevOps (Git, CI/CD, deployment on ArcGIS Enterprise);
  • Proficiency in French;
  • Knowledge of technical English required;
  • Esri certifications (ArcGIS Enterprise Administration, Utility Network, Desktop Associate or Professional) and FME (Certified Professional) are assets;
  • Demonstrated experience in GIS projects related to the water/sanitation sector (knowledge of business processes and practices of public operators) is an asset.

Mission conditions

Duration: Initial 12-month mission, renewable according to Digit’Eaux’s needs.

Start date: Start in September.

The mission is extendable

Workload: Full-time mission.

Work location: The main location is in Couillet (Charleroi). Travel may be required to other sites in Wallonia, particularly in Namur.

Work organization: Minimum 2 days per week on site. Up to 3 days of remote work. Presence required on Thursdays in Couillet.
