Context

The services to be provided will primarily be for the SACHA project (Harmonized Accounting Analysis System in Agriculture). Depending on the workload, however, the contractor may be temporarily assigned to other projects.

Description of the SACHA solution

Development of an IT tool – online and modular – for agricultural management accounting, enabling the collection and processing of data related to different domains, notably through automatic links with external databases. This includes the implementation of:

• A unique, comprehensive, and modular journal, capable of managing expenses, income, allocations, assignments, IN/OUT movements, IS/IE stocks, crop advances, and multi-year data.
• A central stock management system (SCGS) encompassing all movements, allowing allocations on cumulative quantities, and supporting the specificities of fertilizers, seeds, plant protection products, crops, and livestock.
• Thematic web pages
• An import module to integrate various data from diverse sources
• An export module for various systems
• Advanced roles and access management
• A unique workflow engine
• Traceability of user actions
• A document archiving system
• A secured environment compliant with SPW Digital and GDPR rules

Objectives of SACHA

• Inform farmers about the profitability of their different activities and meet a Walloon legal requirement to access CAP support related to establishment and investments.
• Fulfill European obligations related to the RIDEA regulation (Regulation (EU) 1217/2009).
• An essential data source for DPEAI (SPW ARNE) in the context of preparing the CAP strategic plans.
• A data source to estimate losses caused by various calamities.
• A data source for multiple analyses of the Walloon agricultural sector and, in particular, to establish the annual report on the state of Walloon agriculture, in accordance with the Walloon Agricultural Code (D.88 to D.90).
• A data source for the academic world.

Constraints

Experiment with and participate in the development of a framework for the automatic generation of tables, views, pages, data migration scripts, and unit tests based on analysis.

Back-office Angular, API Spring Boot, DB PostgreSQL, hosting SPW Digital.

Data migration

The project will integrate data currently stored in Excel files.

EVALUATION METHOD

The remaining candidates will be invited for an interview before a jury, the composition of which will be communicated later. The interview may be held remotely if circumstances require.
