1. Presentation of ETNIC

ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC's mission is to design, develop, maintain, and evolve information systems and technological infrastructures serving the administrations and establishments of the FWB.

A central player in the digital transformation of the Belgian French-speaking public sector, ETNIC operates in various fields such as:

• IT infrastructure management (networks, security, data centers, cloud),
• Development of custom business applications,
• Support for digital projects (functional analysis, UX/UI, project management),
• Cybersecurity and data protection,
• User support and training.

With a constant focus on innovation, performance, and public service, ETNIC regularly collaborates with external partners to strengthen its teams through IT consulting missions. These collaborations take place within an ethical, professional framework focused on quality and the concrete impact of delivered solutions.

2. Mission

As part of the strategic evolution and modernization of the application foundation of the Fédération Wallonie-Bruxelles, ETNIC is undertaking a major project on its Design System (@etnic/ng-components). This project combines two key directions:

• Technological emancipation from PrimeNG: Replace all runtime components with proprietary components in semantic and native HTML5, coupled with Angular CDK behavior primitives, while ensuring strict digital accessibility (WCAG 2.1 level AA).
• Upgrade to Angular 22: Upgrade the Design System monorepo to Angular 22, fully leverage the latest framework advancements (sustainable Zoneless, advanced reactive signals, compiler optimizations), and ensure a smooth transition for consuming applications.

The target architecture, development standards, components to migrate, and migration priorities will have been defined in advance by ETNIC.

To successfully complete this project, estimated to last between 10 and 15 weeks, ETNIC is seeking three (3) Frontend Angular Developers.

As a Frontend Angular Developer within this team of 3 consultants, you will work in close synergy with the Team Leader, the Frontend Architect, the UX/UI team (Figma design tokens), and the application teams of the FW-B. You will be directly responsible for component development, the Angular 22 upgrade, test coverage, and adherence to accessibility and performance standards.

The mission concerns the cross-cutting Design System ETNIC library (etnic-design-system-core), which is used by all FW-B administrations (Education, Justice Houses, Culture, Sports, etc.) and integrated into dozens of business applications serving thousands of users.

As a consultant, you are subject to the same working conditions as our internal staff, namely a hybrid mode combining on-site and remote work, with a mandatory minimum of 50% presence in our offices.

The mission is exclusively in French.

3. Activities

Design

• Participate in updating technical and software architecture documentation.
• Develop technical design and analysis based on the functional file, migration specifications (abandonment of PrimeNG, migration to Angular 22), and UI mockups.
• Apply and enforce best development practices: clean code, SOLID principles, DRY, accessibility, and maintainability.

Implementation

• Collaborate within the team of 3 developers on the various migration packages.
• Perform the version upgrade of the Design System to Angular 22 and adapt existing components.
• Develop and rewrite application components in semantic HTML and Angular CDK to replace PrimeNG (presentational components, overlays/navigation, reactive form controls, data tables).
• Optimize code and rendering performance (response time, memory management, OnPush lifecycle).
• Organize refactoring by simplifying existing code and eliminating obsolete dependencies.
• Actively participate in peer code reviews.
• Develop and validate unit tests (Vitest) in a zoneless environment to guarantee non-regression and high coverage.
• Perform corrective and progressive maintenance of components.

Deployment

• Validate deployment and delivery of the solution (ng-packagr packaging under Bun, publishing the libraries).
• Ensure the proper behavior of the library in the showcase application and in the runtime environments of consuming applications.

Quality

• Ensure the quality of developments in line with ETNIC's company standards and SonarQube rules.
• Guarantee compliance with digital accessibility criteria (WCAG 2.1 level AA).
• Ensure deadlines and delivery milestones are met.
• Adopt best practices for reducing technical debt (clean code, version upgrades, removal of external dependencies).

Communication

• Communicate regularly with the various project stakeholders (Team Leader, Architect, UX/UI team) and provide transparent feedback on assigned activities.
• Assist the Team Leader in qualifying, evaluating, and breaking down work packages in the agile tracking tool.
