1. Presentation of ETNIC

ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC’s mission is to design, develop, maintain, and evolve information systems and technological infrastructures serving the administrations and institutions of the FWB.

As a central player in the digital transformation of the French-speaking Belgian public sector, ETNIC operates in various fields such as:

• Management of IT infrastructures (networks, security, data centers, cloud)
• Development of custom business applications
• Support for digital projects (functional analysis, UX/UI, project management)
• Cybersecurity and data protection
• User support and training

With a constant focus on innovation, performance, and public service, ETNIC regularly collaborates with external partners to strengthen its teams through IT consulting assignments. These collaborations are conducted within an ethical, professional framework, focused on quality and the tangible impact of delivered solutions.

2. Mission

Within the innovation competence center, you will join a team of full-stack developers responsible for prototyping, experimentation, and production deployment of solutions intended for citizens and administration staff. Your main missions:

• Design, prototype, and deploy full-stack solutions (web, mobile, AI) in agile mode, from needs analysis to delivery
• Act as a mobile reference on cross-platform Flutter development, with experience in production deployment and co-construction with external partners
• Design and deploy generative AI solutions: RAG architectures, LLM chatbots, extraction pipelines, model deployment and consumption
• Work in agile mode (Scrum), participate in workload estimation and documentation for the service desk
• Prepare and execute deployments: definition of architecture, federated authentication in the public sector (OAuth), CI/CD, application monitoring, and code quality
• Lead trainings, demonstrations, and awareness sessions, participate in internal hackathons and communities of practice
• Support the supervision of interns, conduct needs analyses, and collaborate with external partners (citizens, academia, suppliers)
• Conduct experiments on emerging technologies (AI, augmented reality, social robotics) and ensure technology watch

3. Profile

Senior, versatile full-stack generalist profile, with experience in an innovation center or prototyping unit and strong knowledge of the public sector. Dual expertise: cross-platform mobile development (Flutter) and generative artificial intelligence (RAG, LLMs, model deployment, technology watch). Practice of agile methodology (Scrum), facilitation skills (hackathons, trainings, communities of practice), and autonomy on technical aspects of production deployment (architecture, security, CI/CD).
