Functional Analyst

The Federal Judicial Police (DGJ) is seeking a functional analyst to work on various judicial projects within the Directorate of Police Information and ICT Resources (DRI). The Federal Judicial Police is a specialized police force mainly responsible for combating organized crime in all its forms. It conducts complex investigations at a supra-local level and provides support and expertise to the entire Integrated Police as well as to its national and international partners.

Biometrics now plays a key role in the management of investigation, identification, and identity verification. By enabling the use of unique physical characteristics, such as fingerprints or facial features, it helps improve the reliability of searches, reduce the risk of identification errors, and strengthen the efficiency of operational processes. The evolution of biometric technologies also offers better capabilities for comparison, analysis, and automation, while meeting increasing demands in terms of security and data quality.

In this context, the ABIS (Automated Biometric Identification System) program aims to modernize the organization’s biometric capabilities by replacing the current fingerprint collection and management system. This new solution will not only improve the performance and quality of fingerprint processing but also introduce or strengthen facial biometrics functionalities. Thanks to more advanced comparison mechanisms and a centralized, scalable platform, ABIS will help increase the accuracy of biometric searches, facilitate person identification, and support the organization’s future needs in identity management.

Tasks

  • Manage one or more functional processes in the field of analysis
  • Analyze and model end-user needs
  • Manage requirements: collect, document, and prioritize stakeholder requirements
  • Write detailed functional specifications
  • Evaluate the impact of proposed changes on existing systems and business processes
  • Work closely with developers to ensure that technical solutions meet functional needs
  • Define the tests associated with these phases
  • Act as the main point of contact for the functional aspects assigned to you
  • Develop and, if necessary, deliver training sessions for users

Technical skills

  1. Project management and collaboration tools
  2. Jira (or equivalent such as Azure DevOps) mainly for task management and project tracking

  9. Databases and SQL tools

  10. SQL Server or MySQL: Database analysis, SQL queries, and data management
  11. Database management and exploration tools

  12. Test management tools

  13. For management and tracking of functional and non-functional tests

  15. Additional technical skills

  16. Knowledge of Agile principles and associated tools (Scrum, SAFe)
  17. Cloud Services: Familiarity with platforms such as AWS, Azure, or equivalent
  18. API management
  19. Basic knowledge of DevOps and continuous integration (Git, Jenkins, etc.)

  20. Security and compliance

  21. Knowledge of IT security (ISO’s) and the use of compliance management tools (e.g. 17025 – Labs) is an asset

Skills

  • Good knowledge of functional analysis methods and techniques and process description
  • Prototyping skills are an asset: creating mock-ups or prototypes to visually illustrate proposed solutions
  • Proficient in Microsoft 365 suite (Word, Excel, PowerPoint, Outlook, Teams, SharePoint, Yammer)
  • Excellent written and verbal communication skills to interact effectively with different project stakeholders (legal experts, IT professionals, end users) and translate technical needs into terms that everyone can understand
