Context

Mon Espace is Wallonia's online portal for citizens and businesses. It allows users to carry out their administrative procedures online and track their progress in a secure environment. Wallonia aims to evolve Mon Espace into a user- and data-centered service platform that is scalable, flexible, and open to its ecosystem, with the following characteristics:

• A high-performance platform, available 24/7, offering functionalities inspired by the best European public service platforms;
• A platform offering a personalized experience, adapted to the user's context of use and providing information and services that take into account their profile and the history of their interactions with the administration;
• A digital service platform offering, in addition to carrying out administrative procedures and tracking their processing:
• The display of personal data relevant to the user via personalized dashboards;
• The provision of personal documents;
• The display of information on procedures as well as personalized information and recommendations;
• Improved communication between the user and the administration;
• New and innovative services, including personalized and proactive services;
• A unique and transversal platform providing access to SPW procedures as well as access to services offered by other entities;
• A platform that meets users' expectations.

The realization and operationalization of the Mon Espace project is entrusted to SPW Digital – SDM Department / Multichannel Services Center.

Objectives

The objective of this mission sheet is to have a senior functional analyst capable of supporting and assisting the Mon Espace team in the operationalization of the Mon Espace evolution project.

The objective of this component is to meet the platform evolution needs requested by business units whose systems are/will be integrated into Mon Espace, or to the evolution needs reported by users.

In this context, the Mon Espace team expects the service provider to offer support to the internal project team. The main goal is to provide advice and functional expertise in order to:

• Understand and analyze the platform evolution needs requested by business units in the context of integrating their systems into Mon Espace, as well as the evolution needs of the platform reported by users or arising from UX research;
• Analyze the data handled and organize and structure it;
• Analyze macro business processes and formalize the logic and business rules;
• Analyze more specific needs, particularly regarding access to authentic data sources and data exchange, orchestration of services, etc.;
• Carry out the required functional analyses;
• Help formalize the technical requirements and the constraints of integration and operation;
• Embed the solutions within a global IT architecture to guarantee their functional and technical interoperability;
• Write the user stories;
• Ensure the proper development/deployment of the solutions in terms of compliance with the requirements.

This need is not exhaustive and may evolve during the course of the assignment.

The organizational unit of Mon Espace will oversee the service and define the work guidelines. These activities will be carried out in collaboration with other SPW Digital services and the relevant business units.
