Functional Analyst – Expert – Penalty Platform

1. Project Context

Since 2017, Boeteplatform has been responsible for coordinating the organizational and digital processes of Justice. The program carries out digitization projects that contribute to a better execution of (financial) penalties and reducing the administrative workload within Justice, the police, and other partners in the (financial) criminal justice chain.

The assignment of Boeteplatform includes actively initiating new projects, monitoring and managing ongoing projects, and the overall coordination of projects as a whole.

The main objectives of Boeteplatform are:

  • Accelerating the processing of fines;
  • Reducing the workload of those involved in the criminal justice chain through a chain-based approach;
  • Digitizing information processing;
  • Improving the financial execution of penalties;
  • Improving services to the public.

In the context of the digitization of Justice, there is also the major challenge of improving and especially clarifying communication towards the citizen. After all, Justice is a service provider to the citizen and society; accessibility of these services is therefore necessary to increase citizens' trust in Justice and to ensure better legitimacy of Justice and its societal role.

2. Subject of the Project

The Federal Public Service Justice launched the Boeteplatform project in 2017. It originated from a European directive aimed at reducing the number of deaths, injuries, and material damage by consistently imposing sanctions for traffic violations within the European Union. The Boeteplatform has fully optimized the process of immediate collection and amicable settlements of traffic fines and correctional fines, partly thanks to standardization and digitization. Since 2021, many initiatives have also been taken by both federal and regional governments in the area of traffic. These initiatives have led to a continuous increase in the number of traffic fines and the new types of traffic fines managed by the Boeteplatform.

In addition, work will also be done on supporting the execution of the penalty, with a particular focus on the financial execution of the penalty, the core mission.

You will be working in particular within the framework of the projects provided for in the Traffic Safety Plan for the Federal Public Service Justice.

3. Profile Characteristics

As an Expert Functional Analyst with more than 10 years of experience, you are responsible for analyzing, modeling, and optimizing complex processes within the Federal Public Service Justice. You play a strategic role in digital transformation projects and act as the main link between business, IT, and management.

You possess thorough knowledge of data exchange and know how to translate this into efficient, scalable, and legally compliant solutions. You also guide less experienced analysts and take on a coaching role within the team.

Within the context of the Boeteplatform and the broad modernization of justice, you support projects related to data analysis, automation of violation processing, and implementation of new legislation.

4. Responsibilities:

1) High-level Functional Analysis

  • Taking the lead in gathering and structuring business requirements
  • Developing detailed specifications with impact analysis and risk evaluation

2) Architectural Involvement and Data Modeling

  • Modeling complex processes and data flows (BPMN, UML, ArchiMate)
  • Advising on architectural choices and data standards
  • Optimizing data exchange between police, justice, and federal systems

3) Quality and Test Strategy

  • Drawing up test strategies (TDD/BDD) and validating functional test scenarios
  • Coordinating UAT and validation with end users
  • Ensuring traceability between requirements, test plans, and implementation

4) Coordination & Mentoring

  • Guiding junior/senior analysts and safeguarding methodology
  • Policy responsibilities
  • Proposing improvements to analysis processes, tools, and governance

5) Technical Knowledge:

  • SQL
  • UML/BPMN
  • Integration patterns (Realtime, batch, asynchronous,…)
  • Knowledge of APIs and standards: REST (flexible and based on HTTP), SOAP (older standard, uses XML), GraphQL (client-driven data structures), and gRPC (high performance via Protocol Buffers)

6) Requirements

  • Bachelor’s or master’s degree in a relevant field
  • At least 10 years of experience in functional analysis of IT projects
  • Experience in large, complex environments (ideally with government agencies or justice)
  • In-depth knowledge of data integration, legislation, privacy, and data quality
  • Fluent in Dutch and French
  • Full-time availability
  • Familiar with tools such as Jira, Confluence, Visio, Enterprise Architect, BPM platforms
