Digitaal Vlaanderen's mission is to build a coherent government-wide information policy and to support and help realize the transition of the Flemish government towards an information-driven government. The agency's products and services are organized into programs to maximize synergies and provide optimal service to our VO partners. Digitaal Vlaanderen is a digitalization agency of the Flemish government dedicated to the digital transformation of services and cooperation between governments, citizens, and businesses. We support and guide Flemish and local governments in their digital transformation and in their pursuit of the government of tomorrow.

Digitaal Vlaanderen takes on the coordinating role to realize the Main Desk Vision. For this, a number of initiatives are underway in which we aim to provide partners with a better experience and make steps toward GovOs (realizing an integrated digital government ecosystem).

As a functional analyst, you will contribute to two core projects within Vlaanderen Radicaal Digitaal 3 (VRD3):

Partner Portal

You will help further develop the Partner Portal into a user-friendly, clear, and scalable platform for partners. You analyze needs, design functionalities, and coordinate with various component teams to ensure smooth integrations. In doing so, you take into account approved architecture and ongoing simplification initiatives within Digitaal Vlaanderen. The insights from this work have a direct impact on the partner experience and the collaboration between teams.

Optimization of Connections and Documentation

You support the streamlining and improvement of the connection processes to Flemish components. You help with uniform documentation, analyze where processes can be more efficient, and contribute to transparency regarding the status and roadmap of connections. These improvements provide better predictability and reduce operational burden for partners.

This role is transversal: you link insights between both domains so that the Partner Portal and the connection process reinforce each other.

Requirements

• Demonstrable experience as a functional analyst with small business-critical or larger non-business-critical applications.
• Demonstrable experience in technical environments relevant to the projects.
• Knowledge and experience of OO, data and process modeling techniques and tools.
• Demonstrable experience with requirement analysis & design concepts for OO, multi-tier and web-enabled, and/or UML environments.
• Language requirement: Dutch at European CEFR - level C2.

Context / Requirements

With the Main Desk Program, Digitaal Vlaanderen is building a single integrated government experience for citizens, businesses, local authorities, and associations. Within VRD3, initiatives are being realized that better support and unburden partners — Flemish entities and local authorities. The program focuses on more efficient collaboration, transparency of service delivery, and stronger adoption of Flemish components.

Within the workflow around connections (to the Flemish components), the aim is shorter lead times, less complexity, and a predictable, uniform experience for all involved partners throughout the connection process. These optimizations have a direct impact on quality, cost-efficiency, and reliability of service delivery.

The Partner Portal is evolving into a central platform where partners can find detailed, configuration, and connection information about various components. Since each of these components is managed by different teams, the portal relies on a modular and scalable architecture model.

The portal is evolving into a uniform, user-friendly one-stop-shop where partners can manage their connections, configurations, and support via self-service. This increases partner autonomy, reduces fragmentation across different channels, and makes it easier to discover and integrate new components and solutions.
