Functional Analyst – senior – Penalty Platform

1. Project Context

Since 2017, Boeteplatform has been responsible for coordinating the organizational and digital processes of Justice. The program implements digitization projects that contribute to a better execution of (financial) penalties and the reduction of administrative workload within Justice, the police, and other partners in the (financial) criminal justice chain.

The assignment of Boeteplatform includes actively initiating new projects, monitoring and managing ongoing projects, and the overall coordination of projects as a whole.

The main objectives of Boeteplatform are:

  • Accelerating the processing of fines;
  • Reducing the workload of those involved in the criminal justice chain through a chain approach;
  • Digitizing information processing;
  • Improving the financial execution of penalties;
  • Improving public service delivery.

Within the framework of the digitization of Justice, there is also the major challenge of improving and especially clarifying communication towards citizens. After all, Justice is a service provider to citizens and society; accessibility of this service is necessary to increase citizens' trust in Justice and to ensure better legitimacy of Justice and its societal role.

2. Project Subject

The FPS Justice launched the Boeteplatform project in 2017. It originated from a European directive aimed at reducing the number of deaths, injuries, and material damage by consistently imposing sanctions for traffic violations within the European Union. The fine platform has completely optimized the process of immediate collection and amicable settlement of traffic fines and correctional fines, thanks in part to standardization and digitization. Since 2021, many initiatives have also been taken by both federal and regional governments in the context of traffic. These initiatives result in a continuous expansion of the number of traffic fines and the new types of traffic fines managed by the fine platform.

In addition, there will also be work on supporting the execution of penalties, with a particular focus on the financial execution of penalties, the core mission.

You will be working in particular within the framework of the following projects linked to the Road Safety Plan. This list is not exhaustive.

Justfines is a personalized back-end system built for the PVV – Public Prosecutor for Road Safety, tailored to the needs of predominantly automated fine processing. It is integrated into the fine platform responsible for the handling, sending, and collection of fines.

Project 67ter

This project aims to counter impunity of legal entities with an official address in Belgium as automatically as possible, who, based on Article 67ter, do not identify the actual driver in the case of a traffic violation. Uniform prosecution across all police prosecutor’s offices in Belgium will increase the identification rate, allowing recidivists to be prosecuted in the long run.

Incoming ForeignCertificates

This project is an extension of components/modules and functionalities for handling incoming foreign certificates. These certificates are for Belgians who have committed a traffic or correctional offense abroad and could not be reached by foreign authorities before the handling of the offense.

Outgoing ForeignCertificates

This also concerns the handling, but of Belgian traffic fines for foreign offenders, where violations are forwarded to the member state of residence of the offender.

3. Profile Characteristics

As a Senior Functional Analyst, you play a central role in analyzing and translating business needs into clear and usable functional specifications. Within the Federal Public Service Justice, you contribute to socially relevant projects with a direct impact on the functioning of the police, the public prosecutor’s office, and justice.

You combine solid experience (between 5 and 10 years) with a pragmatic approach and are familiar with both classical and agile project management. You work closely with business stakeholders, IT teams, testers, and external partners. You quickly understand complex processes and know how to model and optimize them. In the context of projects around road safety and judicial data exchange, you contribute to the improvement of systems such as the fine platform, communication between police and justice, and data analysis.

4. Responsibilities:

1) Functional Analysis

  • Collect and analyze business needs through workshops, interviews, and documentation
  • Draft clear and applicable specifications (use cases, user stories, flowcharts)
  • Translate needs into technical requirements for the development team

2) Modeling Processes and Data Flows

  • Use modeling techniques (UML, BPMN) to map processes and data flows
  • Collaborate with technical teams to correctly develop integration between systems
  • Manage data quality and coherence of business rules

3) Validation and Testing

  • Define functional test criteria and support UAT
  • Monitor the functional implementation and check for compliance with requirements

4) Documentation and Communication

  • Document functional specifications in a comprehensible way for all target groups
  • Act as a link between business and IT
  • Prepare dashboards, reports, and presentations for stakeholders

Technical knowledge:

  • SQL
  • UML/BPMN
  • Integration patterns (Realtime, batch, asynchronous, …)
  • Knowledge of APIs and standards: REST (flexible and based on HTTP), SOAP (older standard, uses XML)

5. Requirements

  • Bachelor’s or master’s degree
  • 5 to 10 years of experience as a functional analyst
  • Experience with tools such as Jira, Confluence, Visio, Enterprise Architect
  • Thorough knowledge of functional analysis, modeling, testing, and process optimization
  • Fluent in Dutch, good knowledge of French
  • Full-time availability
  • Experience within a government context or with police/justice is a strong asset
