The Auxiliary Fund for Unemployment Benefits (HVW) is a public social security institution responsible for the payment of unemployment benefits and related rights (youth vacation, activation measures, etc.).

Through the digital platform My HVW-dossier, social insureds can consult and manage their dossier. The application currently mainly offers consultative functionalities, but is evolving into an interactive self-service platform.

The application is developed in an Agile context with iterative deliveries and close collaboration with the business.

To strengthen the ICT team (currently 4 developers), HVW is looking for a senior functional analyst with project management capabilities, who can work autonomously and takes ownership of his/her domain.

Responsibilities

1. Analysis & functional design

• Translating business needs into functional analyses and solution proposals
• Developing new functionalities (self-service flows, application types, communication module, etc.)
• Drafting user stories, use cases, process descriptions and data models
• Ensuring consistency and reusability within the application landscape

2. Alignment & integration

• Aligning with solution architects and backend teams
• Defining interfaces, APIs and data flows
• Acting as a bridge between business and IT

3. Project management

• Drawing up and monitoring planning, scope and priorities
• Coordinating team activities
• Reporting on progress, risks and dependencies
• Point of contact for stakeholders (ICT, business, external partners)

4. Quality assurance

• Guiding and executing test activities (SIT/UAT)
• Ensuring standards and best practices are maintained
• Ensuring clear and up-to-date documentation

Profile & selection criteria

Analysis

• Min. 10 years of experience as a functional analyst in web applications
• Experience with integrated systems and complex data flows

Project management

• Min. 10 years of experience in project management (preferably Agile)

People & stakeholder management

• Min. 10 years of experience in leading/coordinating teams
• Strong communication skills and stakeholder management
• Bridge function between business and IT

Technical affinity

• Good knowledge of software development processes
• Experience with APIs and integrations
• Knowledge of Java ecosystem is a plus

Language skills

• Good knowledge of Dutch or French
• Active knowledge of the other national language
• Professional knowledge of English
