Context

The “Géomatique Service Center” (SPW Digital – Cross-Data Department) manages the Spatial Data Infrastructure (SDI) of SPW (INFRASIG).

This infrastructure notably includes the following IT components:

• Cartographic web applications
• Web services for visualization, transformation (geocoding, dynamic segmentation, cadastral search), and download

The implementation of an SDI is justified by:

• The need for easy and efficient access to existing geographic information.
• The pooling of geographic information allows sharing of production costs, which are generally quite significant, and dissemination costs.

This pooling involves setting up a cartographic API enabling the deployment of various WEB cartographic applications (including WalOnMap) and transformation web services (geocoding, dynamic segmentation, cadastral search).

The assignment involves making the resource available for 1 day/week.

Objectives

Guarantee the quality, reliability, and functional compliance of the cartographic API and transformation web services by developing and executing a set of comprehensive and documented tests:

• Integrate the tests into the GitLab CI/CD pipeline
• Design a test plan covering all critical API functionalities
• Develop and execute functional, technical, robust, and repeatable tests
• Validate behaviors: response integrity, HTTP codes, JSON/XML structure, geospatial consistency
• Identify and document defects, inconsistencies, regressions, or quality risks
• Propose improvements to enhance the quality of the service
• Provide a complete final report, including test scenarios, results, and recommendations

Evaluation method

The quality of the offer will be assessed according to a weighted criteria grid. The “Quality” criterion will be structured as follows:

• 30% – Technical skills (tester) – based on the CV
• 40% – Technical skills (geomatics specialist) – based on the CV
• 10% – Behavioral skills – based on the CV and the accompanying note (maximum 1 page)
• 20% – Proposed methodology (understanding of the context, test strategy, relevance of tools) – based on the accompanying note (maximum 1 page)

Each sub-criterion will be rated on a scale from 1 to 5, with weighting applied according to its importance.

The final score of the offer will result from the weighted average of the criteria, allowing for an objective comparison between candidates.
