Job Description
Within the framework of developing the cartographic infrastructure within the police (GDI: Geographical Data Infrastructure), you will collect, process, and integrate spatial base data into a geographic database. This geo-information must then be made available to users via WMTS, geowebservices (geocoder, reverse geocoding, routing, etc.), APIs, or geographic portals.
For this, you will work in a multidisciplinary team consisting of a functional analyst, an architect/analyst, and a developer, where together with another colleague you will take on the role of geomatician. Your main tasks within this team are as follows:
As a GEO developer (60% to 70% of your time) you closely follow all changes and developments regarding ICT and/or geography in order to act as a specialist.
More specifically, you will:
- develop new functionalities or expand existing ones based on user needs;
- maintain the geo-architecture according to the standards that best match the needs and retain a certain flexibility to easily integrate new products;
- create technical documentation for newly developed functionalities;
- manage the downloading of data from various providers and monitor the processing and distribution of the data;
- determine the process for collecting, storing, and processing geographic data from our partners (Regions, IGN, etc.) and other possible sources (internet: OSM, etc.);
- determine the integration process, handling, and keeping up-to-date of geographic databases (PostgreSQL with the POSTGIS extension);
- manage various geographic tools (GDAL, Tiling Engine, Styling and configuration of TileMill tiles, Geo-catalog, GeoNetwork, GeoServer, etc.);
- coordinate teamwork;
- provide technical support to maintain the best results and a pleasant working environment.
Profile Description
- You have a master’s degree (e.g., bio-engineer or geography) or equivalent through experience, provided you have the specific knowledge described below.
- Knowledge of Python (for the use of geofunctionalities), PHP & JavaScript, and Web Server (Apache).
- Thorough knowledge of geographic information systems (such as ArcGis, QGis) and willingness to expand this knowledge.
- Experience with integrating, creating, and updating geographic databases (a good knowledge of PostgreSQL with the PostGis extension and of SQL is required).
- Experience in data processing, particularly in merging data from different files.
- Inventorying, acquiring, and collecting geographic data from partners (Regions, NGI, etc.) or other available sources (OSM, etc.).
- Experience in developing IT solutions (GIS architecture, application development and configuration) is an asset.
- Experience with source code versioning (GIT repositories).
- Flexible and able to work in a rapidly changing environment.
- Experience in the development and management of geomatics tools (e.g.: import engine GDAL, Tiling engine, styling and configuration of TileMill tiles, Geo-catalog engine GeoNetwork, GeoServer, Mapnik, etc.).
- Knowledge of geocoding is an asset.
- Familiarity with a service-oriented architecture – SOA (API, webservices, etc.).
- Preferably bilingual (French, Dutch) or, if not, sufficient passive knowledge of a second national language to participate in meetings with other specialists and user representatives without problems.
- Knowledge of technical English is an asset.
