Context
CHU Brugmann, a leading public university hospital in Brussels, is engaged in a significant transformation of its information system in order to better support its medical, operational, and administrative activities.
In this context, the Information Systems Department wishes to strengthen its organization with a Head of IT Infrastructure & Operations, responsible for steering the evolution, reliability, and performance of the institution's IT infrastructure.
This mission is part of a transformation dynamic aimed at modernizing infrastructures, strengthening system resilience, and ensuring a high level of IT service availability in a critical hospital environment.
Mission
The mission consists of steering, securing, and modernizing all IT infrastructures of CHU Brugmann, in order to make them a reliable, high-performing, and scalable technological foundation serving hospital activities.
The role combines strategic management of the infrastructure, operational responsibility for IT services, and management of infrastructure and support teams.
The Head of IT Infrastructure will be responsible for carrying and structuring the technical architecture chapter of the infrastructure, by defining the directions for the evolution of technological platforms (systems, networks, datacenters, workplace, cloud) and ensuring the consistency of technical choices over time.
Particular attention is paid to responsibility for Run activities and the operational continuity of IT services, in a hospital environment where system availability and reliability are critical.
An important priority of the mission will also be to strengthen the security and regulatory compliance of the IT infrastructure, notably in the context of compliance with the European NIS2 directive.
The objective is to enable the IT department to have robust, secure, and high-performing infrastructures, capable of sustainably supporting hospital activities and the institution's digital transformation.
Main responsibilities
Architecture and evolution of infrastructures
- Define and evolve the technical architecture of the IT infrastructure
- Define a coherent and scalable target architecture
- Ensure the consistency of technological choices over time
- Identify opportunities for simplification, modernization, and rationalization
- Lead infrastructure projects (modernization, security, digitalization)
Performance and reliability of IT services
- Ensure the availability, performance, and resilience of IT systems
- Oversee operations related to systems, networks, workplace, telephony, and support
- Implement performance indicators (SLA, KPI)
- Structure major incident management and business continuity processes
Team management and organization
- Supervise and support the infrastructure, support, and helpdesk teams
- Structure operating methods and responsibilities
- Develop a culture of service and accountability
Security and compliance
- Strengthen the security of IT infrastructures
- Contribute to the compliance with the NIS2 directive
- Structure procedures and documentation
- Participate in IT risk management
Partner and supplier management
- Manage IT suppliers and partners
- Monitor the performance of services
- Ensure clear reporting to IT management
Priority deliverables (first months)
Infrastructure diagnosis and roadmap
- Diagnosis of the existing infrastructure
- Identification of risks and weaknesses
- Definition of an evolution roadmap
Strengthening the operational model (Run)
- Structuring of operational processes
- Clarification of internal and supplier responsibilities
- Implementation or reinforcement of ITSM processes
NIS2 compliance
- Assessment of current maturity
- Identification of compliance gaps
- Definition of a compliance plan
- Implementation of necessary technical measures
Steering and performance
- Implementation of KPI and SLA
- Structuring of operational reporting
- Improved visibility for IT management
Mission duration
The mission is part of a perspective of sustainable transformation of the IT infrastructure of CHU Brugmann.
An initial 6-month contract will be established, with the possibility of renewal in successive 6-month periods, depending on project progress and the institution's needs.
The mission is planned for a duration of approximately one year.
Additional information:
The mission can be extended for a maximum duration (including the initial period) of: 880 working days.
