The HDA is looking for an advisor to support its activities related to health data, data governance, and the further implementation of the European Health Data Space (EHDS) in Belgium.

The Health Data Governance Advisor supports the HDA in analyzing and structuring data-related issues and in developing concrete policy, functional, and process solutions. The advisor combines analytical insight with knowledge of data governance and applies this within the healthcare sector and the context of the secondary use of health data.

Areas of expertise:

• Data governance: Possesses knowledge of key concepts such as data ownership, metadata, data quality, reference data, data catalogs, and clear roles and responsibilities, and combines this with technical skills in Python and SQL to document, monitor, and optimize data assets.
• Health data and EHDS context: Has an affinity with health data and insight into European and Belgian developments regarding EHDS and the secondary use of health data. The advisor can analyze relevant regulations and policy information and translate these into functional and process implications.
• Functional analysis and requirements management: Analyzes and structures data, information, and issues and translates these into clear insights and usable results. Can capture business needs, analyze them, and translate them into clear functional requirements. Understands the interaction between business processes, data, and systems and supports alignment between business and technical stakeholders.
• Data systems and integration context: Has insight into how data is managed, exchanged, and integrated within a broader application and data landscape. Can analyze the impact of changes on processes, metadata, data flows, and systems and provide advice on these matters.
• Processes and documentation: Analyzes and describes processes, requirements, and working methods and contributes to clear, consistent, and usable documentation.
• Collaboration and stakeholder support: Collaborates smoothly with colleagues and supports interactions with healthcare institutions, governments, research institutions, and other involved parties. Communicates clearly and professionally with both technical and non-technical stakeholders.

Experience:

The advisor has a relevant academic background and experience with data or governance issues. Experience with analysis, process support, documentation, or data-driven projects is an asset.
