Health Data Project Manager
The HDA is looking for a Health Data Project Manager to support its activities within the framework of the EHDS regulation. The HDA must ensure that the EHDS regulation is further implemented in Belgium.
Specifically, the HDA is seeking profiles that can support the follow-up on the implementation of the necessary capabilities to comply with the aforementioned regulation and policy.
Areas of Expertise:

Strategic and operational insight into EHDS regulation: The project manager has in-depth knowledge of the EHDS regulation for secondary use of health(care) data and translates this regulation into concrete project objectives and implementation plans. The project manager oversees various building blocks and processes for the use of health(care) data within the EHDS and manages one or more projects that practically and organizationally anchor these requirements with involved stakeholders.

Project-based management of interoperability and data standards: The project manager has thorough knowledge of health data and interoperability and can work with national and European standards (such as HL7 FHIR, SNOMED CT, LOINC, ICD-10/11). Based on this understanding, the project manager leads multidisciplinary teams, safeguards the coherence between technical choices and policy objectives, and facilitates decision-making on standardization within the Belgian and European healthcare landscape.

Policy and programmatic insight into secondary data use: The project manager has knowledge of health(data) policy and understands the policy context within which projects on secondary use of data take place. The project manager keeps up with recent developments regarding the secondary use of data and translates policy objectives into executable action points to improve data quality, with attention to impact, risks, and compliance.

Governance, organization, and tooling for secondary data use: The project manager has experience in setting up and guiding governance structures for secondary use of health data. The project manager steers, based on their own knowledge and experience, the setup and use of supporting tooling and concepts such as FAIR data principles, data catalogues, metadata standards (HealthDCAT-AP), and data quality frameworks (QUANTUM label).

Stakeholder and change management in a complex healthcare context: The project manager has extensive experience in stakeholder management and serves as a connecting link between healthcare institutions, governments, research institutions, and/or industry in the Belgian health(care) context. The project manager facilitates collaboration, aligns expectations, guides change processes, and ensures buy-in among all involved parties within the Belgian health(care) context.

PMO and program management experience: The project manager possesses the necessary PMO experience in the context of large-scale transformation projects. The project manager is responsible for setting up and monitoring project structures, planning, budget, risk and issue management, reporting and quality control, and ensures coherence between parallel initiatives and strategic objectives.
Experience:
The project manager has successfully executed transformation and/or data projects in the public health sector. In addition, experience with the (changing) context within the secondary use of data in Belgium and Europe is a major added value. The project manager can demonstrate relevant knowledge and expertise required for this assignment.
