Health Data Specialist

The HDA is looking for a Health Data Specialist to support its activities within the framework of the EHDS regulation. The HDA must ensure that the EHDS regulation is further implemented in Belgium.

Specifically, the HDA is searching for profiles that can support the implementation of the necessary capabilities to comply with the aforementioned regulation and policy.

Areas of expertise:

  • In-depth knowledge of EHDS regulation: The specialist has extensive knowledge of the new EHDS regulation for secondary use. The specialist is familiar with the various building blocks and processes for the secondary use of health(care) data within the EHDS.

  • Knowledge of health data and interoperability: Thorough knowledge of national and European standards (HL7 FHIR, SNOMED CT, LOINC, ICD-10/11, …) and their application in the Belgian and European healthcare landscape.

  • Knowledge of (data) policy regarding health: The specialist has knowledge and experience within the policy domain and is aware of recent developments concerning the secondary use of data.

  • Knowledge of governance and tooling in the context of secondary use: The specialist has knowledge and experience in the current practices surrounding the exchange of data for secondary use. Concepts such as FAIR data, a data catalog, metadata standards (HealthDCAT-AP), and data quality according to the QUANTUM label are demonstrated knowledge.

  • Stakeholder management: Experience with collaboration between healthcare institutions, governments, research institutions, and/or industry in the Belgian health(care) context.

Experience: The specialist has successfully carried out transformation and/or data projects in the public health sector. In addition, experience in the (changing) context of secondary use of data in Belgium and Europe is a significant added value. The specialist can demonstrate relevant knowledge and expertise required for this assignment.
